Department of State, A/FBO/PE/BDE and RPSO Florida, are seeking
offerors for design and construction services of various communications
facilities at U.S. Embassies and Consulates worldwide. Contractors will
be required to install, modify, and/or upgrade existing communications
facilities in the Department of State and Tenant Agency-Controlled
facilities worldwide, in order to provide unhindered, reliable, and
uninterrupted communications. The successful offeror must be willing to
respond immediately to task order requests, and must be completely
familiar with Department of State and Diplomatic Telecommunications
Services' Standards and Criteria. The work consists of travel to U.S.
Embassies and Consulates as directed, and provide survey and analysis
of the existing conditions of structural, architectural, mechanical,
and electrical facilities and systems in the area of proposed work
which may be affected by the work required under individual task
orders. The successful offeror will also provide feasibility of
performing work that has been previously designed, and provide design
solutions for work which has not been designed. Contractors will
provide complete sets of drawings, specifications, and design analyses
in addition to product submittals, completion schedules, and Bills of
Materials for use on specific projects. The successful offeror shall
provide services to acquire, store, package, and ship Bills of
Materials for specific projects while complying with Construction and
Transportation Security Plans. The Contractor shall also provide
construction of facilities pursuant to approved designs. The Government
anticipates award of an Indefinite Quantity Contract resulting from
this advertisement. Individual task orders will be issued against the
contract with ceilings of $200,000 per task order. The contact period
of performance will be one base year plus three option years with an
annual ceilings of $1,000,000. This acquisition is a 100% Small
Business Set-Aside as defined by FAR Part 19, SIC Code 1799. Both cost
and performance period for each task order will be negotiated and
result in fixed-price orders. Prospective offerors must expect to
provide past performance data, information regarding technical
capabilities to complete these types of projects, and company financial
statements, in addition to cost proposal forms as part of the
proposal-submission package per Section L of the solicitation. In
addition to the criteria above, task orders issued under this contract
will be defined as classified procurements and therefore, the
successful offeror must possess a Department of Defense (DOD) SECRET
Facility Security Clearance (FCL), issued in accordance with the
National Industrial Security Program Operating Manual, DOD 5220.22M,
prior to performance. Specifically designated personnel assigned to
classified task orders must also possess SECRET personnel clearances
issued by the Defense Security Service. A period of not more than 90
days after notification of pending award will be allowed to obtainthe
Facility Security Clearances. After this period the Government will not
be obligated to delay contract award pending issuance of requisite
