labor, material and equipment necessary to perform all work in
connection with the repair and/or replacement of existing asphalt
concrete pavement and/or the construction of new areas of asphalt
pavement on Fort Drum and the following off-post Army Community Housing
areas located in: LeRay, Calcium, Lowville, Copenhagen, Clayton,
Carthage, West Carthage, Watertown, Philadelphia and Gouverneur, New
York. All work will be in strict accordance with the Statement of Work,
Specifications and Drawings, and subject to the terms and conditions of
the contract. The contract type shall be a "Requirements Contract" (per
FAR subsection 16.503), with Options (per FAR subsection 17.2) with an
estimated 2 year (base year and one option year) value of between
$500,000 and $1,000,000. This will be a Total Small Business Set-Aside
issued under the authority of FAR subpart 19.1006(b)(2), and DFAR
219.1006(b)(2) The anticipated Solicitation issue/posting date will be
on or about 20 July 1999. Note: The DUE DATE for the solicitation
shall be 30 days after actual issuance/posting date (The solicitation
will be posted on Fort Drums Web page). All responsible Small Business
sources may submit a bid, which will be considered. The solicitation
will not be mailed out, hardcopies will not be provided and no bidder
mailing list will be maintained. Interested parties must download the
solicitation from the Fort Drum Contracting Web page at the following

Failure to respond to any amendments mayl render the bid as
