This project consists of design and construction necessary to provide
the 1500 Security Complex at Misawa Air Base, Japan with a complete,
uniform, and functional fire detection and alarm system. The project
includes but is not limited to repair by replacement of the existing
fire alarm and detection system in various buildings. This project also
involves conducting a complete Life Safety Survey of the 1500 Security
Complex at Misawa Air Base, Japan. The survey consists of preparing a
facilities life safety improvement plan to include the findings of
applicable life safety violations and providing recommendations on
remedies to resolve these violations. Contract personnel must have Top
Secret/Sensitive Compartmented Information clearances with current
Single Scope Background Investigation. Investigations must be dated
within 5 years and must be kept current throughout the construction
period. The contractor shall possess or obtain a Top Secret Facility
Clearance (TSFCL) prior to performing the sensitive and/or classified
portion of the contract requirements. The labor force working the
sensitive and/or classified portion of the contract requirements must
consist of individuals with Top Secret clearances and Sensitive
Compartmented Information access. A company with foreign owned interest
(other than U.S. Ownership) will not be able to obtain a TSFCL.
Logistical support may be provided to the Contractor and its United
States citizen employees without charge unless indicated. The estimated
construction cost is between $1,000,000 and $5,000,000. The performance
period is 540 calendar days including time required for obtaining
clearances. Selection will be based upon evaluation factors which
include (a)compliance with the technical criteria, (b)quality of
proposed life safety survey, fire protection system engineering design
and construction and, equipment, (c)functional and aesthetic design,
(d)economics of engineering design/layouts, (e)plan for controlling
final design and construction quality, (f)plan for controlling project
resources and schedule, (g)project management plan, and
(h)design/build team qualifications and past performance. This is an
unrestricted procurement. Solicitation to be issued on/about June 22,
1999. A preproposal conference will be held at Misawa Air Base, Japan
on/about July 15, 1999. Solicitation documents will be provided for a
non-refundable charge of $60.09. Solicitation documents shall be
requested through any of the following methods only: a) mail requests
to: Defense Automated Printing Service, Attn: Army Corps Solicitation,
1025 Quincy Ave. Suite 200, Pearl Harbor, Hawaii 96860-4512, b) via
courier service (Fedex, UPS, etc.) to: Defense Automated Printing
Service, Attn: Army Corps Solicitation, Pearl Harbor Naval Base
Building 550, Pearl Harbor, Hawaii 96860, or c) via facsimile (if
paying by credit card) to (808)473-2604. Requests must state company
name, project title, and company designation (prime contractor,
subcontractor, supplier, or plan room). Envelope front must show the
solicitation number. Checks shall be made out payable to Superintendent
of Documents. Provide separate check for each project requested. Checks
containing payment for multiple projects will be returned to requestor
without action. Facsimile requests must state (1) the above required
company information, and (2) cardholder's name, account number, and
card expiration date. VISA and MasterCard are the only credit cards
accepted. Firms requesting air express service shall furnish completed
airbills showing recipient's name, company name, telephone number,
company billing account number, and type of delivery required. Firms
with foreign delivery addresses shall provide completed commercial or
corporate invoices in addition to the completed airbills. Failure to
supply completed airbills and commercial or corporate invoices (if
applicable) will result in solicitation documents being sent via
regular U.S. mail. Failure to provide any of the foregoing information,
documents, and/or payment may delay mailing of solicitation documents.
Solicitation documents are not available for purchase or pick-up over
the counter at DAPS. Please allow up to five days from the date DAPS
receives requests for solicitation documents to be mailed out. Address
