a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
3-6202-99 and is issued as a request for quotation (RFQ). This
solicitation document incorporates those provisions and clauses in
effect through Federal Acquisition Circular 97 -- 09. The USDA,
Agricultural Research Service request quotations for one (1) FPLC
chromatography system used for the purification of biologically active
molecules such as proteins and DNA. Specifications: (1) All wetted
surfaces are composed of inert material such as PEEK, borosilicate
glass or fluoroplastics. The system is compatible with all solvents
commonly used for the purification of biologically active molecules.
(2) The system pumps are syringe-type, and do not contain ball check
valves. The flow range for the pump must be from 0.05 to 20 mL/min at
pressures ranging from 0-725 psi. (3) The system controller is able to
control a chart recorder, fraction collector, gradient mixer, air
sensors, three pumps, and up to eight motorized valves. The system
controller can also allow editing of methods and/or the simultaneous
integrating and evaluating of results from earlier runs, while a
current separation is being done. (4) System controller can accept
input signals from monitors for UV wavelengths, pH, conductivity,
temperature, and pressure. The system is capable of plotting and
integrating these signals, as well as using them to trigger
subroutines. (5) The system controller should permit automatic running
of up to 99 different programs in a user-designated sequence. The
controller must have post-run chromatographic analysis and reporting
functions. (6) The system can have complete automation capabilities
such as automatic column cleaning, multicolumn manifolding, methods and
development scouting, reverse flow techniques, multiple and single
automated sample injection, and injections from 10 microliters up to
150 milliliters of a sample without having to go through a pump. (7)
The system controller has the following minimum specifications: 350 MHz
Intel Pentium II computer, 100MHz Bus speed, 512 KB cache, 6.4 GB Ultra
ATA hard drive, 3.5" 1.44" floppy drive, 24x CD-ROM drive, Iomega
internal ZIP1000 drive (IDE version), ATI Rage turbo AGP 2X enhanced
graphics, 4 MB video SGRAM -- ESS ES1869 embedded sound card, 104 key
enhanced keyboard, PS/2 style mouse, V75 (17") monitor, Microsoft
Windows NT 4.0 workstation. (8) The system UV/VIS monitor is capable of
operating at 254, 280, 313, 405, 436, 546 nm, with an absorbance range
from 0.001 to 2 AU. (9) The conductivity monitor has a sensitivity
range from 1 microS/cm to 999.9 mS/cm, and can measure the temperature
of the mobile phase. (10) The pH monitor has a range from 0 to 14 pH
units. (11) The pumps and the modules for monitoring UV/VIS absorbance,
conductivity, and pH have an operating temperature from 4 to 40 degrees
C. (12) The contractor shall perform all delivery and set-up so that
the FPLC chromatography system is complete and ready to use. The FPLC
chromatography system shall be delivered to the USDA, Agricultural
Research Service, Food Animal Protection Research Laboratory, 2881 F&B
Road, College Station, TX 77845. The Government "desires" delivery
within 30 days or less after receipt of the purchase order by the
successful offeror; however, each offeror shall include their proposed
delivery schedule as part of their quotation. Acceptance and FOB point
are destination. In order to be considered for award offerors shall
provide a quotation on company letterhead detailing the unit pricing;
descriptive literature, brochures and references shall also be provided
for the product quoted. The Government is conducting this procurement
using a trade-off approach, where technical capability of the product
to perform the desired function, past performance and price will be
evaluated in making an award. The Government expressly reserves the
right to award to other than lowest priced offer. The following FAR
provisions apply to this solicitation: 52.212-1 "Instructions to
Offerors -- Commercial", Offerors shall include a completed copy of the
provision at 52.212-3 "Offeror Representations and Certifications --
Commercial Items", with this offer; a copy of this provision may be
obtained from the contracting officer or at http://www.arnet.gov/far.
52.212-4 "Contract Terms and Conditions -- Commercial Items", 52.212-5
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items". Furnish quotations to Gloria
