THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Proposal No. RP99-009. This procurement is being issued unrestricted. The Standard Industrial Classification is 3826 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The Exposure Assessment Branch has an on going project on measurement and exposure assessment of microorganism contamination of indoor environments. This requires a portable gas-chromatography/mass-spectrometry (GC/MS) method for the determination of microbial volatile organic compounds (MVOCs) as an indicator of microorganisms in problem buildings. The need for a portableGC/MS in this project arises from two requirements. First, it is strongly desirable to conduct real-time or near real-time surveys in industrial hygiene practice, thus requiring a portable instrument. Second, the activity of microorganisms produces a wide range of by-products, and only those that are unique to microorganisms can serve as a reliable exposure index. A GC/MS unit is the most suitable instrument for this project because of its ability to separate compounds (by gas chromatography) followed by unambiguous identification and quantitative analysis (by mass spectrometry). However, levels of MVOCs are usually as low as parts per billion, therefore a unit with high sensitivity is required. In the future, this instrument is also expected to be used in other occupational research, including: 1) exhaled breath test as a far more friendly and less invasive test for solvent exposure than the use of blood and urine samples; and 2) determination of concentration profiles of individual organic vapors over a time period in a workplace for evaluation of control measures. Description of Requirement: Furnish and install at the National Institute for Occupational Safety and Health (NIOSH), 1095 Willowdale Road, Morgantown, WV a Portable Gas Chromatograph/Mass Spectrometer (CG/MS) system brand name or equal to the following items manufactured by Viking Instrument Corp., Sterling, VA, unless otherwise stated. The minimum specifications for the system are listed immediately following the line items. Quantities for all items listed are ONE EACH. Contract Line Items (CLINs) : (001) Viking 573 GC/MS System, #573-004 or equal. The government owns a Viking Model #600, portable GC/MS, which is not Y2K compliant. Trade-in allowances will be considered.; (002) Helium Rotometer, #000-611, or equal; (003) NIST Library Bundle, #000,419, or equal; (004) Transport Case for instrument, #000-642, or equal; (005) Transport Case for accessories, #643, or equal; (006) External Color LCD Monitor, #000-561 or equal; (007) GC Column-HP Ultra2, 0.2 MM ID, 25M, Hewlett Packard or equal; (008) Compact Keyboard with integrated pointing device, #000-562, or equal; (009) Five day factory training for two people, #000-704F, or equal. Delivery shall be within ninety days after receipt of a contract. SPECIFICATIONS FOR PORTABLE GC/MS: 1. The mass spectrometer must have the following parameters: a. Mass range of 2 to 800 amu, b. Mass stability of plus or minus 0.15 amu over 12 hours, c. Scan rate: at least 4500 amu/sec, d. In selected-ion mode, dwell times adjustable up to several seconds for each mass value, e. Sensitivity in Scan mode: Ability to detect less than 20 pg of a range of organics, such as octafluoronapthalene, f. Sensitivity in selected-ion mode: Ability to detect less than 500 fg of a range of organics, such as octafluoronapthalene, using a dwell time of 200 msec. 2. The miniaturized gas chromatograph must come with a split/splitless injector and thermal vaporization capability 3. The column for the gas chromatograph must be a 25 meter, 0.2 mm ID, fused silica HP Ultra 2 column. 4. The system must have an integrated sample inlet and conditioning system including the following; a dual computer-controlled, multi-port heated valves; built-in fixed trap concentrator/desorber; removable trap concentrator/desorber; inboard sampling pump; mass flow meter; heated, inert sample lines; direct air or gas sampling through membrane inlet. 5. The system must be ready for field installation of cryogenic GC oven cooling and sub-ambient temperature control option. 6. For portability, the system must have an embedded Pentium microcomputer, compact and rugged display and compact and rugged keyboard capable of system operation, data collection, data storage and communication through a modem for diagnostics and remote control. 7. There must be hard- sided transport cases for the instrument as well as the pump and accessories. 8. There must be a GC oven sub-ambient cooling, including dispenser system with control software, carbon dioxide valve, and carbon dioxide cylinder. 9. The system must weigh no more than 100 lbs., excluding the compact fore pump, keyboard, and monitor. 10. Power requirements are as follows: 110 V AC single phase, 50-60 Hz. Power consumption is less than 1000 W. 11. Rotometer calibrated from 0-120 ml/min. 12. System shall be Y2K compliant. 13. Warranty of at least one year. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the stated Technical Criteria (specification) or your offer may be rejected. The Government anticipates one award for the entire system to the responsive, responsible offeror whose proposal is considered most advantageous to the Government.
