This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number, N00173-99-R-AJ02, is issued as a request for proposal (RFP). The incorporated provisions and clauses of this acquisition are those in effect for Federal Acquisition Regulation (FAR) through Federal Acquisition Circular 97-11 and for Defense Federal Acquisition Regulation Supplement (DFARS) through Defense Acquisition Circular 91-13. This acquisition is unrestricted. The small business size standard for this acquisition is 500 employees and the standard industry code (SIC) is 5049. The Naval Research Laboratory has a requirement for CLIN 0001, Dual Loop Fluid Flow Test Stand, 1 LO. The requirements are as follows: Item: Fully instrumented dual loop fluid flow test stand Model OFTS-1055 with the following characteristics and capabilities. Temperature ( oil ) -- -- ambient to 275 Deg. F; Temperature ( hydraulic fluid) -- -- ambient to 150 Deg F ; Pressure (oil) -- -- -- -- 10 -- 80 psig ; Pressure (hydraulic) -- -- -10 -- 1000 psig ; Flow ( oil) -- - up to 30 GPM; Flow ( hydraulic) -- -- 0 -- 2 GPM; Aeration (oil only) -- -- - up to 95% air by volume. Debris size range ( debris will be provided by NRL and is not part of the test system) -- 10 microns to 1000 microns. The test stand consists of two flow loops, one for lubricants, the second for hydraulics. The two separate flow loops will each require the following components: Tank -- minimum volume of 5 Gal. Heat exchanger -- -- - Capacity to heat the fluids at their maximum flow rates and aeration levels to the temperatures required without causing fluid coking or degradation. Pump -- -- -- - positive displacement (gear pump for example) of high quality and reliability, preferably stainless steel. Debris injector -- to handle the debris size range specified and be able to inject repeated samples of up to 10 milligrams at a time. Filter -- dual 5 micron absolute ( beta of > 100) with a bypass to allow exchange during operation. Flow lines -- - must be non- magnetic aircraft grade stainless steel and have > 1 inch AN fittings to connect to the test specimen. Test Specimen insertion area -- -- minimum of 20 inches of linear distance and the capability to connect ( with additional piping) inlet and outlet at any angle in a 360 deg sphere. Safety Cover -- a protective safety cover capable of protecting the test personell during operation shall be part of the test stands. Measurement gauges and sensors -- -- - at a minimum, temperature, pressure, and flow gauges shall be included at pump inlet, outlet, test specimen inlet and test specimen outlet. These gaugesshall have electrical output suitable for continuous recording and be accurate to better than 5% of full scale. The two test stands together must fit into a space 2 ft high x 10 feet long x 3 ft wide including the safety cover assembly. The required delivery schedule is not later than 120 days from contract award. The contractor shall deliver the system (all shipping charges paid) to FOB Destination, Naval Research Laboratory, Washington, DC 20375. Inspection and Acceptance will take place within seven (7) days of delivery. The following clauses and provisions are hereby incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision at FAR 52.212-1 Instructions to Offerors -- Commercial Items which applies to this acquisition. Offerors will be evaluated in accordance with FAR 52.212-2, Evaluation -- Commercial Items which applies to this acquisition. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 are: (1) technical capability of the item offered to meet the NRL's need, (2) price, and (3) past performance. Technical and past performance factors, when combined, are of equal importance in comparison to price. All such IT delivered under this contract shall be Year 2000 compliant as defined at FAR 39.002."
