synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This solicitation is issued as a
request for quotations (RFQ). Submit written offers only (oral offers
will not be considered), on requisition F41636-99Q0713. Quote forms are
available by FAX. Manufacturer name (Brand and type number) shall be
provided with quote, along with technical literature. This procurement
is restricted to Small Business only. This solicitation document,
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11, Standard Industrial Code 2992. Requirement
is for diesel engine lubricating oil. Quantity is estimated at 23,800
gallons, to be provided over approximately 12 months. The time period
for deliveries shall be 1 Oct 99, or time of award, whichever is
later, to 30 September 2000. Deliveries shall be made within 48 hours
of requests (calls), and shall range from a maximum of 1800 gals down
to a minimum of 500 gals per delivery. Deliveries shall be bulk
delivery to the tank at the Total Energy Plant (Bldg 4895), Wilford
Hall Medical Center, Lackland AFB TX 78236. Delivery service costs
shall be included with quote. Occasional emergency deliveries within 24
hrs may be required (up to 5 estimated emergency deliveries per year).

or 5180. Contractor will indicate in quote if there is an additional
charge for emergency deliveries, and the charge for emergency
deliveries will be considered as part of the price evaluation for
award. The oil offered must meet the requirements of Military
Specification MIL-L-9000H (SH) and must be on the qualified products
list for that specification. Oils or custom blends that are not on the
qualified products list will not be considered for award. Suggested
oils are SAE 40 type, such as Texaco 1672 or Shell 9250. Contractors
will not be allowed to switch between different brands on the QPL after
award. Note that the provisions at FAR 52.212-1, Instructions to
Offerors -- Commercial Terms, applies to this acquisition. Also
applicable are FAR 52.212-2, Evaluation -- Commercial Terms. The clause
at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and
the clause at FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, applies to
this solicitation. Also applicable are FAR 52.216-18, Ordering, FAR
52.216-19, Order Limitations, and FAR 52.216-21, Requirements.
Specifically the following clauses cited are applicable: FAR 52.222-26,
Equal Opportunity, FAR 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans, FAR 52.222-36, Affirmative Action
for Handicapped Workers, and FAR 52.222-37, Employment Reports on
Disabled Veterans and Veterans of the Vietnam Era. The clause at DFARS
252.212-7001, Contract Terms and Conditions required to implement
Statutes or Executive Orders applicable to Defense Acquisition of
Commercial Items, applies to this solicitation. Specifically the
following clauses cited are also applicable: DFARS 252.225-7001, Buy
American Act and Balance of Payment Program. Offerors must include with
their offer a completed copy of the provisions at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, and DFARS
252.212-7000, Offerors Representations and Certifications -- Commercial
Items. Also applicable is DFARS 252.204-7004, Required Central
Contractor Registration (CCR). CCR can be obtained by calling
1-800-334-3414. The CCR must be obtained before award can be made.
Award will be based on evaluation of requirements capability, lowest
price, responsible offer. Quotes must be sent in writing (no oral
quotes). Quotes are required to be submitted not later than 2:00 PM
(CST), 18 Jun 99, and acceptance must be good for 30 days. Award is
anticipated to be made around 1 Oct 99. All responsible sources that
are small businesses may submit an offer, which, if timely received
