Support Center, National Oceanic and Atmospheric Administration,
Seattle, WA., is seeking a professional Construction Management (CM)
firm, licensed in the state of Hawaii, to provide construction
management and other related services for a mixed occupancy laboratory
and office building to be located in Honolulu, Hawaii. Further

acquisition. The CM services include but are not limited to:
constructability reviews of design documentation, value engineering,
project meetings, budget & cost control (e.g., estimating, reviewing
payment requests, claims, and change orders), scheduling, quality
management (e.g., testing and inspections, building commissioning, Post
Occupancy Evaluation, etc.), record keeping, and project reporting.
Estimated construction cost for the facility is over $10,000,000. The
period of performance is expected to run approximately from early in
2000 through the end of 2003. An indefinite quantity contract is
contemplated. SELECTION CRITERIA (in rough order of importance, with
the first listed criteria being more important than the last): (1)
location of the firm, or an office of the firm, in Hawaii, and
knowledge of considerations relative to building construction in
tropical environments, (2) specialized experience in the construction
management of scientific or medical research facilities, (3) capacity
of the firm to accomplish the work within the required time frame;
performance history and current workload will be considered, (4)
professional qualifications of the staff to be assigned to the project,
with emphasis on key personnel, including consultants and subcontractor
personnel, if appropriate, and (5) recent past performance on previous
government projects, similar to that described herein, in terms of
cost control and quality control. This agency is currently reviewing
submissions from A/E firms for final designs and specifications for the
above described facility. The contract awardee for that work will not
be eligible to perform these construction management services. This
acquisition is 100% set-aside for small business concerns. Interested
firms having the capabilities to perform this work must submit six (6)
copies of their Standard Form 254, "U.S. Government Architect-Engineer
Questionnaire" and six (6) copies of their Standard Form 255,
"Architect-Engineer and Related Services Questionnaire," to be received
at the below address no later than 4:30 p.m. on July 9, 1999.
Submissions received after this date will not be considered.
Submissions may be up to 80 pages (single-sided; 40 pages double
sided), but conciseness and simplicity are encouraged. These forms must
be submitted to Don Caldwell, the contracting officer, at NOAA, WASC,
Acquisition Management Division, 7600 Sand Point Way N.E., BIN C15700,
