COMMERCE BUSINESS DAILY ISSUE OF JUNE 8,1999 PSA#2362ATMOSPHERIC C02 CONCENTRATIONS AND CORAL DISEASE The U.S. Department of
Energy's Federal Energy Technology Center (FETC), Morgantown, WV,
intends to award a fixed-priced purchase order to the University of
South Carolina, Aiken, SC, for research entitled "Atmospheric CO2
Concentrations and Coral Disease." The objective of this work is to
examine the incidence of various coral diseases, the effect of the
local milieu on the health of the coral community, and to characterize
the various type of coral diseases so that the damage to coral
communities can be stopped or even reversed. This purchase order is
being issued to the University of South Carolina, as the University and
its researchers have been pre-eminent in the study of this phenomenon
and, this work, which has extended over the last ten (10) years, has
made the University researchers some of the world experts in this
field. As such, the University and its researchers have the capacity to
immediately step in and have an impact on this project. The University
provides unique research experience in the intensive studies of coral
diseases and has described the pathogens responsible for more than one
of these diseases, publishing numerous papers on coral disease. The
University provides a unique source of research on the depth of
background in this narrow field of research that is required to
satisfactorily pursue this line of inquiry. This request is considered
to be sole source to the University of South Carolina. Therefore, no
solicitation will result from this announcement. This award shall be
made using simplified acquisition procedures. Requests for information
