Futures Trading Commission (CFTC) has legislative authority to
directly acquire leased office space for its operations throughout the
United States. The CFTC intends to enter into a contract(s) for
brokerage services to assist in lease acquisition and post lease award
administration. Lease acquisition services will relate to any or all
phases of the acquisition process, including assisting in planning
space needs, conducting market surveys, soliciting offers from
potential lessors, evaluating offers, negotiating with potential
lessors, and preparing lease documents. Post lease award services may
include assisting in resolving disputes with landlords, negotiating
lease alterations and extensions, evaluating operating cost escalation,
and subleasing space. The contractor(s) will provide services at the
following locations: Washington, DC; Chicago, IL; New York, NY; Los
Angeles, CA; Kansas City, MO; and Minneapolis, MN. The CFTC intends to
award a single contract for services at all these locations. However,
if the CFTC determines that its needs are better served by awarding
separate contracts for services at any or all locations, it may do so.
No more than one contract will be awarded for any one location. The
term of the contract(s) will be forty-eight (48) months from the date
of award. The CFTC will have the right to extend the contract for six
(6) additional 12-month periods. The CFTC will not pay costs, fees, or
commissions for services performed by the Contractor(s). It is
anticipated that the Contractor(s) will be compensated by commission or
other form of payment from third parties. The CFTC anticipates issuing
a Request For Proposals on or about June 22, 1999. Proposals will be
due on or about July 22, 1999. All responsible sources may submit a
