This is a SOLICITATION NOTICE. The National Institutes of Health, Acquisition Branch #C, has a requirement to clean and line the potable water mains at the main campus in Bethesda, Maryland. The Base Bid consists of the in-place cleaning and cement mortar lining of 400mm, 300mm, 250mm, 200mm, 150mm and 100mm cast and ductile iron water mains, the removal of 10 each section pipe, the removal and installation of new 150mm, 200mm, and 300mm ductile iron water pipe if required, the removal and installation of 75mm, 100mm through 250mm, 300mm, and 400mm valves, and the replacement of existing fire hydrants including valves, and leads. Also, the work includes furnishing and replacing all existing in-line gate valves and valve boxes within the pipe lining limits, fire hydrant and service connection valves and accompanying valve boxes. The installation of bulkheads, or temporary cut-in valves are required where shown on the drawings, and where required to isolate pipe sections for cleaning and lining. The options involve excavation and backfill, gravel backfill, removal and installation of new 100mm, 150mm, 200mm, 250mm, 300mm, and 400mm ductile iron water pipe if required, removal and installation of new 75mm, 100mm-150mm, 200mm through 250mm, 300mm, and 400mm valves, and the cleaning and lining of 100mm, 150mm, 200mm, 250mm, 300mm, and 400mm pipes. The bid schedule consist of unit prices; the base bid consist of 16 unit prices and the optional work consists of 22 unit prices. The basis of award will be the lowest total cost of the base bid plus options. The period of performance is 240 calendar days from the notice to proceed inclusive of the options. The estimated cost range for this project is between $1,000,000 and $5,000,000. Full and open competition is solicited. Specifications and drawings will be available on or about June 10, 1999 form the Bid Custodian, Building 13, Room G800, 9000 Rockville Pike, Bethesda, Maryland at a non-refundable cost of $49.00 per set.
