materials, transportation, supervision and perform work to demolish,
remove and dispose of portions of existing Rose Island Light 19
structure (LLNR 25240). Demolition to include the removal of existing
5' wide metal frame tower (approximately 14 feet in height) and 4
concrete columns (12 inch diameter corrugated metal culverts filled
with reinforced concrete, each 5 feet high). Cast new concrete and/or
shotcrete encasement around existing base (approximately 8 feet in
diameter by 4 feet high, located in tidal zone). Build new aid to
navigation structure, to include the construction of a 6 foot high
reinforced concrete foundation (rectangular, 5' X 5' at base, 4' X 4'
at top), and installation of a government-furnished 12" diameter
spindle tower assembly. Performance period: Work must be performed
during the period of September 6, 1999 and September 23, 1999. All work
must be complete by close of business on September 23 to allow Coast
Guard to re-commission the aid. The estimated cost range for this
project is between $25,000 and $100,000. The work required by this
solicitation is identified as Industry Standard 1629 and the applicable
size standard is $17.0 million dollars in annual receipts for the past
three years. Request for Quotation packages must be received in this
office by the close of business 25 June 1999. This procurement is
issued pursuant to the Small Business Competitiveness Demonstration
Program, Public Law 100-656, as implemented by the OFPP Policy
Directive and Test Plan dated 8/31/89. This is NOT a small business
set-aside. All responsible sources may submit a quote which shall be
considered by the U.S. Coast Guard. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Thisis applicable to any eligible
prime subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for quote, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee of the
quote amount to a surety against losses. Loans are available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
