Point of Contact (POC) Pamela M. Lackey, 817/978-7335, SIC 1711 -Provide all labor and material to Upgrade Building Mechanical Systems (Replace CFC Chillers, pumps, and towers and associated HVAC equipment) at the George Thomas "Mickey" Leland Federal Building in Houston, TX. Project No. ITX95026, Solicitation No. GS-07P-99-URC-0022. Estimated Cost Range is $1,000,000 to $2,000,000. Time of construction is 270 days. Work includes but is not limited to the following: Replace two existing 618 ton centrifugal chillers with two new 750 ton centrifugal chillers and add one new 350 ton centrifugal chiller with new chilled and condenser pumps. Replace the existing tower with a new tower that shall be protected by a fire 2-cell sprinkler system. Remove the existing condenser water chemical feed system and replace with a new computerized system. Provide a refrigerant monitoring system including an emergency and refrigerant ventilation control system for the central plant. Extend the existing EMS system to interface and control the new HVAC system. Provide electrical and architectural work required to accommodate the installation of new chillers and cooling tower. This solicitation will issue on or about June 22, 1999. This project is being procured using informal source selection, negotiated procedures, which will result in a firm-fixed price award to the offeror who provides the "best value" to the Government.
