for a commercial item prepared in accordance with the format in FAR
Subpart 12.6, the test program in FAR Subpart 13.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation, quotations are being requested and
written solicitation will not be issued. This solicitation is issued
under Request For Quotations (RFQ) number DAHA13-99-Q-0011. All quotes
shall reference the RFQ number and shall be submitted by 4:30 P.M.
local time on 23 June 1999. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular FAC 97-11. This solicitation is issued under full and open
procurement procedures, Standard Industrial Code (SIC) 3715. This
solicitation contains one line item for 1 each trailer transport
system. The following is a description of item including the minimum
requirements: The Iowa National Guard wishes to procure a trailer
transport systemcapable of hauling an M1A1 Battle Tank with a maximum
load anywhere in the United States. The trailer capacity shall be at
least 140,000 pounds. The trailer shall include a minimum 3 axle
Jeep-air ride suspension with air ride raising and lowering, minimum 3
axle trailer with detachable gooseneck, and a minimum 2 axle booster
with air ride suspension and air ride raising and lowering. The loading
deck shall be a maximum of 26 feet long with a 10-foot minimum deck
width and one-foot outriggers on each side for a total width of 12
feet. The trailer shall be self-contained with hydraulics. The trailer
shall include a flip gooseneck. The trailer shall have a 12-volt
electrical system that will properly operate the system. The trailer
and Jeep shall have a 48" King Pin height. No I-beam style (beam or
rail deck) trailers will be accepted. As stated previously the trailer
will need to be capable of being permitted nation wide at its maximum
load (West Coast configuration mechanical evener beam). The
aforementionedare the government's minimum requirements, trailers which
exceed the minimums will be evaluated on a best value bases (see
below). Established components and vehicular ratings and capacities
shall not be increased to meet the requirements of this solicitation.
Except as specified herein, the trailer, components, assemblies, and
accessories are standard, optional, or modified commercial products,
and shall be construed as "commercial automotive products" which comply
with all Federal Motor Vehicle Safety Standards. The desired delivery
period is no later than 60 calendar days from date of contract award.
The maximum acceptable delivery period is 240 calendar days from date
of contract award. The Place of Delivery, inspection, and acceptance is

Drive, Johnston, Iowa 50131-1902. FOB Destination!! Solicitation
provision at FAR 52.212-1, Instructions to Offerors Commercial Items
(OCT 95) is hereby incorporated by reference!! The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous representing the best value to the Government price and
other factors considered. The following factors shall be used to
evaluate offers: Evaluation based on (1) Technical Capabilities (see
below). (2) Past Performance (see below). (3) Delivery terms, and (4)
Price. Price and technical factors are approximately equal in value.
Evaluation of technical capabilities shall be based upon the following:
Offerors shall provide specification sheets and drawing in sufficient
detail for Government to be able to evaluate the technical capabilities
of the proposed trailer. Past performance will be evaluated as follows:
Evaluation of past performance shall be based on information provided
by the offerors (see below) and any other information the Government
may obtain by following up on the information provided by the offerors
and/or through other sources (i.e. offerors performance on previously
awarded contracts and/or contracts with other Government entities).
The offeror must identify three Federal, State, or local Government and
private contracts for which the offeror has supplied similar products
identified in this solicitation. References should include the most
recent contracts completed within the last five years. The offeror
shall provide a point of contact, current telephone numbers and fax
numbers for each contract. Delivery Terms will be evaluated based on
the offerors stated delivery period. Offerors shall address each
evaluation factor stated above, failure to address any item may cause
the offerors proposal to be rejected. Offerors are reminded to include
a completed copy of provision at FAR 52.212-3, Offeror Representations
and Certifications Commercial Items, with its offer!! FAR 52.212-4,
