FIELD SANITATION UNIT (FSU). This is a Sources Sought Synopsis
announcement to enable the Government to ascertain whether or not the
proposed contract will be set aside 100 percent for Small Business. The
Standard Industrial Classification Code is 3599 and the size standard
is 500 employees. The Marine Corps Field Sanitation Unit (FSU) provides
the capability to properly clean and sanitize food service equipment
and comply with preventive medicine regulations, thereby ensuring troop
health and welfare. It provides the capability to properly clean and
sanitize the current field Range (M59) equipment, miscellaneous food
service components, and provides sufficient hot water for general
sanitation. The FSU is a self-contained unit consisting of integrated
field sanitation equipment that shall meet medical and health standards
identified by the Navy Medical Publication (NAVMED P-5010). The FSU
will consist of a three (3) sink system that supports a wash, rinse,
and sanitizing capability. The FSU will include three (3) sanitation
sinks, three (3) sink covers, three (3) sink racks, a drain table,
three (3) lever handle sink drains, two (2) three shelf storage racks,
a work table, a water circulator assembly, three (3) thermometers with
brackets, a grease-water separator and/or gray water treatment system,
a steam generator and distribution system, a drain pipe manifold, a
steam supply manifold, a drain line, hot and cold water supply lines
and a Government Furnished Powered Multi-Fuel Burner. The FSU must be
connectable to an external water source and must be provided with
hoses, couplings, and other hardware to allow interoperability with
various water storage systems within the Marine Corps inventory (M149
water trailer, water bladder, water truck, etc.). Assembly or
disassembly and pack up time at remote sites must be 60 minutes or less
by not more than three Marines. The offeror will be required to procure
components, fabricate, integrate and deliver complete FSU systems in
accordance with provided commercial parts listings/component
descriptions, steam generator performance specification and contract
work statement. Any commercial item must have accompanying, written
specifications. A Powered Multi-Fuel Burner powers the steam generator
and will be furnished to the contractor for inclusion with each system
delivered on a one-for-one basis. The offeror is also required to
develop an FSU System level Operation and Maintenance Manual to support
the system utilizing commercially available literature whenever
possible. The manual shall contain sufficient information to enable
operators/users to set up, operate, clean/sanitize and strike the FSU.
It shall also contain detailed Preventative Maintenance Checks and
Services (PMCS) and explain unpacking, erect/strike and storage
procedures/ instructions and complete illustrated parts breakdown with
identification of repair parts to support all required maintenance
actions. The offeror shall develop two (2) stowed FSU load plans which
will conform to 5'x 8'x 8' minimal dimension constraints to enable the
system to fit within a single container (i.e., reusable boxes) or two
4'x 4'x 4' containers for package/shipment of the system to protect
components in transit. The load plans will not include the external
water supply source or M80 water heater. Interested small businesses
are asked to submit in their own format, evidence of technical
capability to comply with the requirements of this proposed action.
Offerors should provide evidence of past experience in similar efforts
including design and systems integration, prior defense or commercial
related work in food service systems production, and production
facilities and capacity with points of contact and phone numbers of
individuals that can provide verification. Additional information

performance specification will be available on the web at a later date.
