multi-phase strategy for procuring the 100 kW and 200 kW Tactical Quiet
Generator (TQG) sets. The phases are: Phase I, Engineering and
Manufacturing Development (EMD) (15 months), Phase II Option Continued
EMD (21 months)and Phase III Option Full Scale Production (10 years).
In the solicitation, offerors will be required to submit Technical,
Logistical, Performance Risk, Small Business and Small Disadvantaged
Business Participation Plan, and Cost/Price proposals for Phases I and
II. Based on these proposals, one or more contractor(s) will be
selected on a "best value" basis and awarded an Indefinite Delivery
Indefinite Quantity contract to enter Phase I EMD (Cost Plus Fixed Fee)
with options for Phases II and III. The contractor(s) selected to
participate in Phase I will develop and deliver two (2) 100kW, 50/60 Hz
(one skid and one trailer mounted) and two (2) 200kW, 50/60 Hz
prototype generator sets (one skid and one trailer mounted). The
contractor(s) will configure one unit of both size generator sets onto
government furnished equipment (GFE) trailers in support of Phase I
testing. These models will be tested per the Purchase Description (PD).
In the case of a multiple contract award in Phase I, the government
will assess the Phase I performance and exercise the Phase II option to
the "best value" contractor. The evaluation criteria will consider test
results from Phase I, revised technical and logistics proposals for
Phases II and III, the original Cost/Price Proposal for Phase II, and
the Price Proposal for Phase III. In the case of a single contract
award during Phase I, the contractor will submit test results from
Phase I, revised technical and logistics proposals for Phases II and
III, and the Price Proposal for Phase III. These submissions will occur
at the end of Phase I. Phase II (Engineering and Manufacturing
Development) will be a Cost Plus Fixed Fee relationship to fabricate
twelve (12) 100kW sets and twelve (12) 200kW sets which will undergo
Pre-Production Qualification Testing (PPQT) by the contractor and the
government. During this phase two (2) 100kW, two (2) 200kW sets, and
four (4) refurbished Phase I prototypes will also undergo government
operational testing (OT). Phase II sets will also be used to conduct
the Pre-Production Physical Configuration Audit and Logistics
Demonstration. Phase II culminates in the successful completion of the
PPQT. A Phase III option may be awarded to the Phase II contractor
upon successful completion of Phase II testing. Phase III will
authorize production requirements within a ten year ordering period.
Phase III will be a Firm Fixed Price (FFP) relationship with an
Economic Price Adjustment (EPA) starting on the fourth year. Delivery
will be from FY03 through FY13. The total "fleet" requirement for DoD
is approximately 784 100kW sets and 389 200kW sets. Only offerors
possessing SECRET Clearance may receive classified portions of the RFP,
submit proposals, or become eligible for contract award. The U.S. Army
Communications Electronics Command (CECOM) has established a Business

Requests for Proposals (RFPs) and Invitation for Bids (IFBs) from CECOM
