synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a separate
written solicitation will not be issued. Simplified Acquisition
procedures will be used in accordance with FAR 13.5. The solicitation
number for this procurement is N00178-99-R-2041 and this combined
synopsis/solicitation is a Request for Proposal. The solicitation
document and incorporated provisions and clauses are those in effect in
the Federal Acquisition Circular 97-11 and DFARS Change Notice dated 23
February 1999. The resulting contract will be Firm Fixed Price.
Standard Industrial Classification Code is 3699 -- 500 employees. This
requirement is for Uninteruptible Power Supply Systems to be procured
on a brand name or equal basis. The brand name is manufactured by
Liebert Corporation of Columbus, Ohio. The contractor shall provide the
following: CLIN 0001 -- quantity of two 125KVA/100KW Three Phase UPS
(Liebert series 300 part number UDC63125C25RT03) with Battery Power
Pack (Liebert part number U25BP125HPJ1FNS), external maintenance bypass
panelboard, one year system (including battery) warranty, factory
check-test-startup service and basic operator training. CLIN 0002 --
quantity of one 40 KVA/32KW Three-phase uninterruptible power supply
(Liebert series 300 part no. UDC63040C25RT03 with battery power pack
(Liebert part no. U25BP040HMJ1NNL), External Maintenance Bypass
Panelboard, one year system (including battery) warranty, factory
check-test-startup service and basic operator training. All items must
be Y2K compliant and shall be delivered FOB destination to Naval
Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road,
Dahlgren, Virginia 22448-5100. Delivery is required 60 days from date
of award. Acceptance will take place at Destination. The salient
characteristics of the 125KVA/100KW ThreePhase UPS (Liebert series 300
part number UDC 63125C25RT03) are as follows: on-line double
conversion, 208/120 VAC Input (three-phase, four-wire plus ground), UPS
DC Input (positive and negative DC), 208/120 VAC Output (three-phase,
four-wire plus ground), 10% Input Filter, Static Transfer Switch,
Internal maintenance bypass switch, LCD display, RS232 communications
interface, SNMP compatible, Front access only, Max. Dimensions: 54"W x
28"D x 72"H; Battery Cabinet (Liebert part no. U25BP125HPJ1FNS):
minimum 8 minutes backup at full load, Valve-regulated batteries,
maximum dimensions -- 36"W x 28"D x 72"H; External Maintenance Bypass:
one (1) 3-breaker, 400 amp maintenance bypass panelboard, provides
make-before-break transfer, NEMA 1 construction for wall mounting,
includes two (2) 150 amp output distribution circuit breakers. The
salient characteristics of the 40 KVA/32W Three-phase UPS (Liebert
series 300 part no. UDC63040C25RT03) are as follows: on-line double
conversion, 208/120 VAC Input (three-phase, four-wire plus ground), UPS
DC Input (positive and negative DC), 208/120 VAC Output (three-phase,
four-wire plus ground), 10% Input Filter, Static Transfer Switch,
Internal maintenance bypass switch, LCD display, RS232 communications
interface, SNMP compatible, Front access only, Max. dimensions: 36"W x
28"D x 72"H; Battery Cabinet (Leibert Part No. U25BP040HMJ1NNL):
minimum 8 minutes backup at full load, valve-regulated batteries,
maximum dimensions 22"W x 28"Dx72"H; Liebert External Maintenance
Bypass: one (1) 3-breaker, 175 amp maintenance bypass panelboard,
provides make-before-break transfer, NEMA 1 construction for wall
mounting, includes one (1) 150 amp output distribution circuit breaker.
Each system shall be covered by a minimum of a one year on-site
warranty. The system warranty shall provide for on-site support and the
repair unit must be back on-line within 24 hours. Warranty coverage
shall be seven days a week twenty four (24) hours a day. Warranty
coverage includes battery coverage. In addition, batteries shall be
serviced as a minimum every three months and the offeror shall be
responsible for the disposal of any excess batteries. Contract shall
install systems, test, and provide operator training. FAR 52.212-1,
Instructions to Offerors -- Commercial Items and the clause FAR
52.212-2, Evaluation -- Commercial Items (Evaluation factors: Technical
capability of the item offered to meet the Government requirement,
Price and Past Performance), applies to this solicitation and are
hereby incorporated by reference. Offerors shall include a completed
copy of the clause at FAR 52.212-3 Alt 1 Offeror Representatives and
Certifications -- Commercial Items and DFAR 252.212-7000 Offeror
Representations and Certifications -- Commercial Items with their
offeror. FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items, apply to this acquisition. FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial Items, Subparagraphs (a),(b) 1, 3, 5, 11, 12, 13, 14, 15,
22, 23 (d) and (e) apply to this acquisition. The clause at DFAR
252-212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items -- paragraphs (a) and (b) subparagraphs DFAR clauses
252.225-7001, 252.225-7012, 252.227-7015, 252.227-7037 and 252.247-7024
apply to this acquisition and are hereby incorporated by reference.
DFAR 252-204-7004 REQUIRED CENTRAL CONTRACTOR REGISTRATION is also
hereby incorporated by reference. The Contractor shall provide a copy
of their warranty and warrant that all systems delivered under this
contract are Y2K compliant. This acquisition has a Defense Priority
Allocations system rating of DO-A7. Closing date for this combined
synopsis solicitation is 30 June 1999. The anticipated award date is 21
July 1999. Proposals shall be delivered to Naval Surface Warfare
Center, Dahlgren Division, Attn: SD125/Paulisch/Bldg. 183/Room 103,
17320 Dahlgren Road, Dahlgren, VA 22448-5100. The offeror's proposal
shall be for the items described; indicate brand being proposed and
model numbers and if other than the listed brand, include brochures,
specification sheets and/or other descriptive literature detailing
compliance with the salient characteristics listed herein. All offerors
shall include a description of their standard commercial warranty and
if their standard warranty does not comply with the minimum warranty
requirements listed, the offeror shall include the additional
requirements in their pricing and provide confirmation that the offeror
will provide the required warranty coverage. The offeror shall prepare
and submit a Past Performance/Experience Reference List as part of
their proposal. The Past Performance Reference List shall contain a
list of all recent sales of the required items or similar items and
shall include the Contract Number or Firm Name, date of sale, item sold
and name, title, address and phone numbers of technical and contractual
points of contact. The offeror's contract pricing proposal shall
include supporting schedules and cost or pricing data in sufficient
detail to substantiate the proposed price. As part of this data, the
offeror is requested as a minimum to provide the unit price for each of
the major components listed in the technical proposal and the basis of
that price. The offeror shall also include a completed copy of FAR
52.212-3 Alt 1 Offeror Representatives and Certifications -- Commercial
Items and DFARS 252.212-7000 Offeror Representations and Certifications
-- Commercial Items with their offer. An offeror must quote on all
items in this solicitation to be eligible for award. The Government
intends to make a single award to the responsible offeror whose total
offer for all items is the most advantageous to the Government
considering price and other factors. The following factors listed in
descending order shall be used to evaluate offers: Technical capability
of the item offered to meet the Government requirement, Past
Performanceand Price. Technical and past performance when combined are
significantly more important, when compared to price. ALL ITEMS ARE
CALLED OUT IN THIS CBD NOTICE. Closing date for this combined synopsis
solicitation is 30 June 1999. Anticipated award date is 21 July 1999.
