Request for Quotation (RFQ) for 1 Test Chamber for an MTS 810 Uniaxial
test system which shall be capable of fully automated, programmable,
simultaneous variable control of pressure, temperature, and humidity
(two being independent and the third being dependent). The chamber must
be designed to be integrated into a 100 kN uniaxial MTS mechanical
testing system (load unit model 318.10) with MTS 647.10 style wedge
grips, and a 7.0 cm (2.75 in) diameter actuator rod. The test chamber
must be capable of maintaining steady state, near-maximum output
conditions (according to specifications below) for a period of 300 hr
in duration without manual/user intervention. The maximum independent
output conditions include pressure: 200 psig, temperature: 316 0C, and
relative humidity: 100% (cannot all occur simultaneously). This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GRC intends to purchase the items from Centorr
Vacuum Industries, Nashua NM citing only 1 source can provide the
supplies or services as its rationale for the sole source. The
Government intends to acquire a commercial item using FAR Part 12. An
extensive market survey was previously conducted to ascertain who could
provide the test chamber and only Centorr responded. Therefore,
interested firms have 5 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
5 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
