issue a Request for Quotation (RFQ) for the purchase of fifty-five (55)
kilograms of Sylarmic fiber. This fiber will be used to produce Ceramic
Material Composite (CMC) material for the Ultra Efficient Engine
Technology (UEET)program. Advanced engine concepts require a new class
of materials for use as combustor liners, in order to meet pollution
and efficiency requirements. Testing of those materials will be
conducted to assess the mechanical and time dependent behavior of
candidate Ceramic Matrix Composite (CMC) material systems at combustor
liner and turbune vane operating stresses and temperatures. The
successful material must display thermal stability and mechanical
durability at simulated engine conditions. The UEET program will use
material developed under the Enabling Propulsion Material (EPM) program
(which is part of High Speed Research (HSR) program) as the starting
point for development. After an exhaustive fiber identification and
selection program, conducted under the EPM program, Sylarmic fiber was
identified as the only fiber known to meet these temperature and
durability requirements. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase
the items as a sole source from Dow Corning, UNDER THE STATUTORY
AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION, 10 U.S.Code 2304
(c)(1), "Only one responsible source, and no other supplies or services
will satisfy agency requirements". To begin the UEET material
development program, a demonstration of EPM material reproducibility
must be conducted. This requires use of exactly the same proprietary
constituents and manufacturing processes used under EPM. The Government
intends to acquire a commercial item using FAR Part 12. Interested
firms have twenty (20) days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
twenty (20) days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which will be considered by the agency. An
