Surface Warfare Center, Dahlgren Division, Coastal Systems Station,
Panama City, Florida, is requesting proposals for full and open
competition to perform Engineering and Manufacturing Development of the
ALMDS on a cost-plus-incentive-fee basis for a three year effort. A
security clearance up to confidential is required of all offerors. The
Airborne Laser Mine Detection System (ALMDS) is a non-acoustic
Airborne Mine Countermeasures (AMCM) high area coverage system that
will detect, classify, and localize floating and near surface moored
sea mines. The system will be deployed from the CH-60S helicopter and
thereby provide organic airborne mine defense for the carrier battle
groups and amphibious ready groups. The system will provide rapid wide
area reconnaissance and assessment of the threat posed by moored,
floating, or drifting sea mines, a capability that does not exist in
the current Mine Countermeasures inventory. This capability will be of
critical importance in littoral zones, confined straits, choke points,
and the Amphibious Objective Area (AOA). This effort will encompass the
conduct of all analysis, system engineering and design, development,
fabrication, assembly, testing, qualification, operator and maintainer
training, documentation, planning, and management required by an E&MD
program. The goals of the E&MD phase are: (a) Develop a sensor system
that meets or exceeds all supportability goals, including reliability,
maintainability, and availability requirements. (b) Demonstrate sensor
performance that meets or exceeds the requirements of the ALMDS
performance specification at completion of development. (c) After
contract award with the U.S. Navy designated CH-60S systems integrator;
demonstrate a final system configuration that is fully integrated and
compatible with the CH-60S host platform at completion of the
development. (d) During the Operational Test (OT) and Operational
Evaluation (OPEVAL) programs, demonstrate that the CH-60S/ALMDS system
concept is both operationally effective and operationally suitable.
(e) Provide a complete and accurate Technical Data Package (TDP)
including elements such as system design, training, and operation. The
TDP will be suitable for competing any follow-on production
requirements. The E&MD phase will provide for the development and
delivery of at least three (3) ALMDS systems which will comprise the
ALMDS Engineering Development Model (EDM) system at the completion of
the E&MD phase to support Developmental and Operational testing
(DT/OT). Any resulting contract will contain firm-fixed priced Low Rate
Initial Production options to the E&MD contract. The Government intends
to release the formal Request for Proposals (RFP) on or about 01 July
1999. Since all potential Offerors have had an opportunity to review
and comment on a draft RFP, Offerors will have 45 days after formal
release of the RFP to submit proposals. A Pre-Bid conference is
scheduled for 0900 on 14 July 1999 at the Coastal Systems Station,
Panama City, FL Building 110, Auditorium. All questions concerning the
RFP shall be e-mailed to KitchenMF@ncsc.navy.mil NLT 08 July 1999
prior to the bidders conference. The Government will only respond to
questions at the bidders conference or in a modification to the RFP.
Questions submitted as "comments" on the draft RFP will not be
addressed at the bidders conference unless resubmitted since the
Government declared its intention to keep all comments on the draft RFP
confidential. All conference attendees shall submit their visit request
by emailing all attendees names, the company's security clearance, and
Contractor and Government Entity (CAGE) code not later than 08 July
1999 to KitchenMF@ncsc.navy.mil. Additional information regarding the
