a contract on a sole source basis to The Johns Hopkins
University/Applied Physics Laboratory (JHU/APL) for Ultra-Stable
Oscillators (USOs) in support of the Gravity Recovery and Climate
Experiment (GRACE) mission. The GRACE mission is part of NASA's Earth
System Science Pathfinder (ESSP) program. JHU/APL will be providing
USOs whose primary function is to generate very clean, highly stable
frequency reference signals for the Ka-band transmitters in the
microwave ranging system leading to unprecedented accuracy. The
resulting Ka-band signals must be sufficiently stable to allow ranging
measurements with precision to a few micrometers. A secondary USO
function is to provide precise clocking signals for the GPS receivers.
The USOs need to be delivered in mid-December 1999 and mid-February
2000. JHU/APL has conducted the formulation subprocess (Phase B) effort
for the GRACE USOs. During the Formulation Subprocess of the GRACE
Mission, JHU/APL developed the design for the GRACE USOs based on
heritage from oscillators provided to the Mars Global Surveyor and
Cassini missions (among others). Other formulation activities included
thermal and radiation analyses; breadboard verification of design;
procurement of resonators and other long-lead parts; initiation of
screening to select resonators of sufficient stability; and detailed
design of several modules. Based on the foregoing, JHU/APL is
considered the only source capable of fulfilling the Government's
requirements and meeting the delivery schedule constraints. The
statutory authority permitting other than full and open competition of
this procurement is 10 U.S.C. 2304(c)(1), Only One Responsible Source.
Interested firms desiring consideration have 15 days from publication
in the Commerce Business Daily (CBD) to submit their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after 15
days without the required information will be considered nonresponsive
to the synopsis and will not be considered. A determination by the
Government not to compete this proposed contract on a full and open
competition basis based upon responses to this notice is solely within
the discretion of the Government. All responsible sources may submit
a proposal which shall be considered by the agency. An Ombudsman has
