TENCAP) FY 01 CALL FOR CONCEPTS SUBJECT: Air Force Tactical
Exploitation of National Capabilities (AF TENCAP) FY01 Call for
Concepts CONCEPTS DUE: 25 Jun 1999 The AF TENCAP Division of the Space
Warfare Center (SWC/CT) solicits your concepts for FY01 AF TENCAP
projects. Our focus is providing enhanced operational capability to the
warfighter through the application of leading edge technology and
innovative ideas. Please submit concept papers outlining proposed
projects that exploit space systems to support near-term tactical
warfighter needs identified in the MAJCOM and/or AC2ISRC deficiency
areas identified on the following classified SIPRNET web sites: MAJCOM
-- (http://www.swc.spacecom.smil.mil/CTweb/index.htm); AC2ISRC --
(http://intelink.ig480.langley.af.smil.mil/other.html). After opening
the AC2ISRC intelink site, select _ACC,_ then _AC2ISRC,_ then
_Intelligence, Surveillance, Reconnaissance,_ then _Mission
Deficiencies._ There is some overlap between the AC2ISRC and MAJCOM
deficiencies; therefore, one concept paper may address a deficiency
identified by both. As a reminder, both of the subject deficiency
documents are classified and therefore only available via SIPRNET. The
concept paper format is provided in Attachment 1 and we will evaluate
all papers against the criteria listed in Attachment 2. Attachments 1
and 2 can be located at the SIPRNET web site:

criteria adequately in your concept paper. Only concept papers that
address all criteria and are submitted in the proper format will be
considered. Please provide HQ SWC/CTO with a hard and soft copy in MS
Word for Windows, Arial 12-point font, for each concept paper. If your
concept paper contains proprietary material, call Major Charles Strong
at DSN 560-9554 or (719) 567-9554 before faxing to ensure proper
protection and control. If you submit your concept paper via courier
service, be sure to send it early enough to arrive at the SWC before
the deadline. If you intend to submit a concept paper at the Program
level, you must also submit a version at the SI/TK level or lower.

ATTN: Maj Strong Agencies whose concept papers pass initial screening
will be invited to present their concepts in greater detail at the POC
Conference #2. That conference will be held in Colorado Springs 10-12
Aug 99. Do not submit a concept paper unless you can brief it at the
POC Conference #2. More information on POC Conference #2 will be mailed
separately, including briefing format. Agencies or concerns desiring to
execute their concept may suggest an appropriate contract vehicle. The
SWC Systems Engineering and Operations Support (SEOS) contractor may,
at a minimum, provide systems engineering and integration support to
all agencies or concerns to execute those concepts. Proprietary
information, however, would not be released to the SWC contractor
without the consent of the agency or concern. Appropriate
organizational conflict of interest and non-disclosure agreements will
be executed. The Government may choose either an outside contract
vehicle or create incentives for the existing SWC contractor to form
new corporate teams to execute the work and encourage future calls for
concepts participation. The Government reserves the right to select
the appropriate contract vehicle to satisfy the best interest of the
Government. The Government will not reimburse the contractors for any
costsincurred to develop the concept papers and/or provide
presentations at the POC Conference #2. Please contact Major Charles
