Wisor, 202/305-2130 (i)This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation will not be issued. (ii)
Solicitation HQ-99-13 will be issued as a Request for Quotation (RFQ)
per FAR Part 13. (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquistion
circular 97-06. (iv) This is a small business set aside. The applicable
standard industrial classification code and small business size status
is 4522 and 1,500 employees. (v) The contract line item is: Commercial
Air Charter Transportation (see description below); quantity 1 service.
This order will be issued for a firm fixed price. (vi) Description (all
listed decription elements are minimum requirements for award):
Commercial Air Charter Transportation required for one aircraft capable
of transporting up to 270 migrant passengers from Saipan International
Airport, on the island of Saipan, to Changle Airport in Fuzhou, China.
The aircraft shall depart on or about 4:00am from Saipan on June 11,
1999 and fly directly to Fuzhou, China for landing and offloading the
passengers and return to Saipan. The contractor has the option of
either returning to the point of origin after the offloading or
commencing the flight from Fuzhou, China for pick up of the migrants on
Saipan and return to point of origin. Special Considerations: the
contractor will be required to provide 30 Chinese speaking guards for
the mission. (vii) Delivery -- as stated in the description above. The
Government shall consider any quotes from offerors who cannot/will not
make delivery of the service as stated above as non-responsive. (viii)
FAR 52.212-1, "Instructions to Offerors-Commercial Items" is
incorporated by reference, with the following addenda: Offerors shall
submit with the Quote a signed self certification to the effect the
chartered commercial aircraft company is in compliance with the FAA
Rules and Regulations. Offerors shall submit past performance
information in their quote. As a minimum, this shall consist of at
least three recent, prior customer points of contact with phone numbers
for performance of similar experiences. Past performance information
may be rejected by the government. (ix) FAR 52.212-2
"Evaluation-Commercial Items" applies to this procurement. This is a
best value procurement. Price and past performance evaluation will be
evaluated equally. (x) Offerors shall include a completed copy of the
provision at FAR 52.212-3 "Offeror Representations and
Certifications-Commercial Items" with the quote. (xi) The FAR clause
52.212-4 "Contract Terms and Conditions-Commercial Items" and (xii) FAR
Clause 52.212-5 "Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items" apply to this
acquisition. No additional FAR clauses apply. (xiii and xiv) -- Not
Applicable. (xv) Numbered Note 1 applies. (xvi) quotes are due no later
than 1:00PM EST on June 9, 1999. Quotes should be faxed to Jan Wisor at
