Pre-Solicitation Notice for a Best Value Construction Services Task Order Contract (TOC). The USP&FO For Arkansas is contemplating a solicitation for multiple-year maintenance, repair and construction service contract. Several Prime Contractors and Speciality Contractors will be issued the Base Contract and then will compete/bid for the individual Task Orders. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Past Performance, (2) Performance Capabilities, (3) Project/Technical Management, (4) Location in relation to the work-site and (5) Price proposal on a sample project. Individual Task Orders may be for building construction, paving/paving repair, painting, HVAC upgrade, sidewalk installation/repair, roofing and etc. Pricing may range from $5,000.00 to $3,000,000.00. Most of the Task Orders will be issued for work at the Little Rock Air Force Base, the Air National Guard Facilities at the Hot Springs Memorial Airport and at the Air National Guard Facilities at the Fort Smith Airport. Some Task Orders may be issued for other federally funded projects within a 250 mile radius of Little Rock, Arkansas. A Pre-Solicitation meeting shall be held on or about (a/o) 2 June 1999. Solicitations will be issued o/a 29 June 1999 with proposals due o/a 30 July 1999.
