353-4103 This is a notice of intent to pre-qualify firms for the US
Marshals 1st floor build-out, 100 East Fifth Street, Cincinnati, Ohio.
The pre-qualified firms for this project will be competitively chosen
using Source Selection procedures. The proposed renovation will be
approximately 6,400 occupiable square feet including office space,
sally port, and cell blocks. The project will include redistribution of
the existing mechanical, electrical, and fire protection systems.
Office space renovation may include new finishes such as suspended
ceiling system, raised flooring, carpet, vinyl or ceramic tile,
lighting fixtures, movable partitions, vinyl wall covering, and paint.
The restrooms will be upgraded to meet ADA requirements. Demolition
including but not limited to partitions, ductwork, walls, ceiling, and
lighting fixtures. Environmental issues that may be included in the
project are asbestos abatement, lead paint abatement, or encapsulation.
Potential for phased work to accommodate budget. The building will be
occupied throughout the project duration. The renovation space will be
vacant, but other areas on the floor will be fully occupied.
Construction is expected to be complete within 9 to 10 months from
notice to proceed. This is a firm-fixed price contract. The estimated
value of the construction is between $1,000,000.00 to $5,000,000.00
dollars. Funds are not presently available for the contract. Contract
award is contingent upon availability of appropriated funds. A Source
Selection Board will evaluate submittals. The Pre-Qualification package
contains a series of pre-qualification criteria which offerors must
address in written format, specifically addressing each individual
qualification criterion and be submitted by closing date listed in the
package. Offerors must submit sufficient background documentation to
verify their ability to meet each of the criteria. Failure to address
each of the criteria in writing will result in failure to pre-qualify.
In addition, failure to meet the requirements of eachand every one of
these criteria fully or to provide the requisite background
information will result in failure to pre-qualify. The criteria will be
evaluated on a "Go/No-Go" basis. All firms will be advised within sixty
(60) days of receipt of their applications as to pre-qualification
status. Firms selected as the most highly qualified based on the
evaluation factors established in the pre-qualification package will be
placed on the pre-qualification list. The pre-qualified list will
remain effective for six (6) months from the date the list is
established. Plans and specifications will only be provided to the
pre-qualified firms. Once firms are pre-qualified, price will be the
determining factor upon which selection for award will be made.
Therefore, each pre-qualified offeror's price will be the only factor
upon which proposals are compared to each other and price will be the
sole basis for the final decision. The Government reserves the right to
select firms for the pre-qualification list on the basis of the initial
submittals received, without holding discussions with the offeror, or
may exclude an offeror if the submittal, as submitted, does not meet
the criteria outlined in the Pre-Qualification Package. Therefore,
offerors should submit fully responsive submittals. However, the
Government reserves the right to conduct negotiations if later
determined by the Contracting Officer to be necessary. The
Pre-Qualification Package is not a request for proposal.
Pre-Qualification submittals will not be returned to submitters.
Evaluation Factors -- evaluated on a Go/No Go basis: (1) The offeror
must provide a statement from their bonding corporate surety that
appears on the list contained in the department of treasury circular
570 entitled, " companies holding certificates of authority as
acceptable sureties on federal bonds and acceptable reinsuring
companies," as certifying their bonding capability for the approximated
maximum amount in the estimated construction range of $5,000,000.00.
(2) The offeror must demonstrate that it has been in the construction
business for at least five years prior to the date of this
announcement. (3) The offeror must demonstrate that it has the
financial capability and resources to undertake this project and be
able to obtain the required performance and payment bonds or bank
letters of credit or guarantee. Each offeror must provide the name of
a bank or other lending institution which the offeror intends to use in
order to finance this project and provide credit references. (4)
Qualifications and experience of Key Personnel. (5) Experience and past
performance in providing general construction services. The project is
open to both large and small business concerns under the Business
Competitiveness Demonstration Program, established by Title VII of the
"Business Opportunity Development Reform Act of 1988" (Public Law
100-656). The SIC Code is 1542, and the small business size standard is
$17 million. Large business concerns are required to submit a
subcontracting plan, which must be accepted prior to award. Potential
offerors having the capabilities to perform the services described
herein are invited to request a copy of the Pre-Qualification Package
by submitting a one page letter on your company letterhead stating your
interest in the project by mail or fax to the office and address listed
by 4:00, Chicago time, 22 June, 1999. Send your request letter to Ben

received, the identity of the offerors, or relative standing of any
