System Program Office, ASC/YPKSB, is conducting market research to
determine whether commercially available 8-mm Video Tape Recorders can
satisfy the Government?s requirements for installation in USAF Block
25/30/32/40/42 F-16 C/D aircraft. If suitable commercial systems are
available, the government intends to issue an RFP and procure these
systems using FAR Part 12 commercial procedures. A procurement data
package will not be available. The 8-mm Video Tape Recorder shall be a
direct replacement (form, fit, function, and integration) for the
currently used Sony EVO-520 recorder. No aircraft changes shall be
allowed. Aircraft mounting rack is sized for a recorder that is 8.38
inches wide, 3.38 inches in height, and 9.25 inches long. The rear
panel of the recorder shall have interfaces for DC, Audio, and Video
inputs. DC power is supplied to the recorder using a 9.6 V DC Lambda
Power Supply, part number, DSR-50-9.6-24-44066. Power consumption is 10
Watts. The recorder shall be capable of Auto-Record at power up. A
retaining mechanism is required to secure the DC power adapter to the
recorder. One Audio-In jack, RCA/Phono, -10 dBs (0 dBs = 0.775 V rms),
more than 47 kohms, is required. One Video-In jack, BNC connector
type, NTSC Color, EIA Standards, composite video: 1 volt peak to peak,
75 ohms, unbalanced, sync negative, is required. The recorder shall
have a horizontal resolution of at least 400 lines. The recorder shall
be able to withstand the environment of the F-16 aircraft. This
includes random vibration, gunfire vibration, and mechanical shock, as
specified in Lockheed Specification 16SP011C. Altitude, Humidity, High
Temperature, Low Temperature, Explosive Atmosphere, and Salt Fog
requirements shall meet Mil-Std-810. EMI/EMC requirements shall meet
Mil-Std-461 and 462. Recorders shall use commercially available 8-mm
cassette tapes. Prior to selection, one unit will be required from the
bidder for the purpose of an aircraft fit check and flight test. The
unit will be required, upon request,within 30 days of receipt of
proposal. Current government plan is for this recorder to become the
preferred spare of the EVO-520. Delivery of the first recorder will be
required no later than 120 days after contract award. Initial
procurement is anticipated to be between 50 to 100 recorders. Once the
stock is listed in the government supply system, additional quantities
will be purchased, as needed, by the Defense Logistics Agency. The
government reserves the right to make multiple awards for this effort.
Interested sources for this contemplated acquisition must provide
capability statements and include in their response prior and current
performance on similar efforts involving use on high performance jet
aircraft, if any. Respondents must provide evidence that their system
can meet the government?s requirements, i.e. how has the system been
tested, under what range of operating and storage environmental
conditions, and what is its performance history. Respondents must
address their sales history and unit price. Respondents must address
the reliability and maintainability of their system, i.e. Mean Time
Between Failure, repair time and cost. Respondents must address their
ability to support their recorder i.e. how has the offeror logistically
supported the item in the past (extended warranty, repair contracts),
how long a period has this support been provided, what is the price of
the support, what post-installation performance warranty is offered.
Respondents shall indicate their business size (number of employees)
under SIC Code 3728. Information in this synopsis is for planning
purposes only. It does not constitute an invitation for sealed bid or
request for proposal (RFP), nor is it to be construed as a commitment
by the Government. Responses shall be no longer than 30 double-spaced
pages in length, with up to 5 additional pages of diagrams, as offerors
deem necessary. The pages shall be 8.5 x 11 inches with font size no
smaller than 12. Responses are required 30 calendar days from

ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concerns during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
