synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation N00406-99-T-5261 is
issued as a request for quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. The provisions and clauses incorporated
herein may be read in full at http://farsite.hill.af.mil. This is a
100% small business set-aside, with a SIC code of 3429 and a maximum of
500 employees. This synopsis serves as amendment 0002 to the original
combined synopsis/solicitation notice printed May 28, 1999. Additional
information regarding the specifications for the berthing and storage
van portable, containerized system is provided in the form of the
following questions and answers. #1 Question: With regard to the escape
hatch, can we use a second door as the escape hatch? If not, how big is
the escape hatch required to be? #1 Answer: No. The escape hatch is to
be approximately 21"W x 21"H #2 Question: Can we use a single unit for
heating and cooling? #2 Answer: No. #3 Question: Is the winch frame
inside or outside of the building? #3 Answer: During shipment and
storage, it is inside. During operations, it is outside. #4 Question:
Is the fiber optic spool inside or outside of the building? #4 Answer:
The spool is mounted on the winch drum. #5 Question: With regard to
the cable racks, what size is the cable? How much cable will be
present? Who supplies the cable? #5 Answer: The cable is .50 in Nom
Diameter. There will be 15 each of 70 meter lengths. The cable is
provided as GFE. #6 Question: What are the magnetic sensor hangers? Do
you have a spec sheet listing the size of these hangers? Who supplies
the magnetic sensors? #6 Answer: The magnetic sensor hangers are
basically shelves. Although we do not have spec sheets available on the
hangers, you would be able to determine the size requirement through
the knowledge that the magnetic sensors are Ultra Electronics Model
MUWS3P, which will be provided as GFE. #7 Question: Is the generator
inside or outside of the building? What kind of fuel does the generator
utilize? Who supplies the generator? #7 Answer: Note that there are two
(2) generators required. During shipment and storage, they are inside
the building. During operations, they are located outside of the
building. Both generators use diesel. The generators currently used for
this purpose by the Government are Kohler 15 ROY. Generators to be
provided must be of equivalent physical size and power rating. #8
Question: Regarding the winch drum and cable: What is the minimum bend
radius on the cable? Is there a max number of layers permitted for
cable on the winch drum? What is the wt/ft per 1000 ft of the cable?
What is the winch pull, winch speed? Is winch freewheeling required? Is
winch brake required? Can the winch be run from truck hydraulic system?
Is a fiber optic slip ring required on the winch? #8 Answer: The
minimum bend radius of the cable is 12". The winch drum must
accommodate 16,000 feet of .50" cable. The cable is 240 lbs/1000 ft in
air. The winch pull is 1800 lbs (bare drum) The winch speed varies
between 0-140 fpm (bare drum). There is no winch freewheeling required.
The winch brake is to be an integral multiple disc brake and manual
brake. The winch cannot be run from a truck hydraulic system -- it must
be self contained, i.e., have its own power. There is no fiber optic
slip ring required on the winch. NOTICE: Further information will be
forthcoming in response to questions received to date. The solicitation
