Warfare Center, Dahlgren Division (NSWCDD) is requesting information on
a Uninterruptable Power Supply (UPS) to provide AC/DC power for
worldwide deployment in harsh physical and electrical environments,
such as installations on mobile or tracked communication vehicles in
support of US Marine Corps mission requirements. An UPS that has been
fielded by the US military or that meets US military requirements is
preferred. The UPS must be packaged (or be capable of being packaged)
with a max weight of 92 lbs (including battery) and a max envelop of
6.6x17x17 inches. The UPS shall have the following minimum input,
output, and environmental characteristics: Simultaneous AC and DC
inputs-AC takes precedence over DC-which takes precedence over internal
UPS battery; Surge/spike protection for input power; Alarms for loss of
AC power/vehicle battery power below threshold/and internal battery
nearing discharge threshold; AC Input of 80-280 Volts/47-63 Hz
frequency/<20 Amps/Power Factor Corrected to 0.8 min; DC Input of
22-32 Volts at 70 Amps, Continuous Output Power of 1000W (either AC or
DC); AC Output 115 Volts 5%/60 .5 Hz frequency/sinusoidal waveform at
less than 1.5% THD; DC Output 24 Volts 5%; Conversion Efficiency AC or
DC greater than 75%; Internal Battery can supply 500W continuous for 30
min./1000W continuous for 15 min.; Electronic Magnetic Pulse (EMP)
protection; Electro-Magnetic Interference (EMI) Protection per
MIL-STD-461C-Notice 2; Operating Temperature from 0 0F to 120 0F;
Storage Temperature from -250F to 150 0F; Shock Temperature from 0 0F
to 70 0F and 120 0F to 70 0F in 10 minutes or less; Turn-on Temperature
from 0 0F to 40 0F in 10 minutes or less; Humidity from 10 % to 95%
(non-condensing); Altitude from 0 to 15,000 ft (operating) and 0 to
40,000 ft (non-operating); Shock/Drop per the latest Military Standard
(MIL-STD); Operate in conditions of blown precipitation per
MIL-STD-810E-506.3-Procedure II notice I; Operate in Sand/Dust at least
3.5 mph, 20 minutes per MIL-STD-810E-510.3-Procedure I & II; operate
inclined on any axis; Fungus-No nutrients or contaminants per
MIL-STD-454M-Requirement 4; Transportation Vibration in wheeled vehicle
and tracked vehicles @ 10 mph over cross country terrain per
MIL-STD-810E-514.4-Procedure I category 8; 1000 BTU max @ nominal input
and full load. This information includes sources, contract vehicles,
technical information and approximate cost of government-off-the shelf
and commercial-off-the shelf products that can meet the requirements.
NO SOLICITATION EXISTS AT THIS TIME. This request is for information
only. This inquiry is intended to identify likely commercial products
that will fill part or all of the requirements for the UPS and obtain
a summary of each product's capabilities. As industry may expect to see
portions of submitted information in future solicitations, no
proprietary information may be submitted. All interested firms shall

Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory

October 1997, solicitations and amendments will only be available at
the above Web sites. Hard copies WILL NOT be provided. Vendors should
regularly access the NSWCDD Web site to ensure that they have
downloaded all amendments. For solicitations issued after 31 March
1998, DOD will no longer award contracts to contractors not registered
in the Central Contractor Registration (CCR) data base. Registration
may be done by assessing the CCR Web site at http://www.acq.osd.mil/ec.
