This is a combines synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is a Request for Quote
(RFQ) DTCG39-99-B-E00212. This acquisition is a 100% set-aside for
small business. The Standard Industrial Code (SIC) is 3845; the size
standard is 500 employees. The USCG Research & Development Center,
Groton, CT intends to purchase LINE ITEM 0001 -- fifty (50) Activity
Monitors for Wear on the Wrist -- Minimum Requirements 1) Must be
waterproof in depths of seven to ten meters and resistant to both
corrosion and impact; 2) Should be small and lightweight in design, not
to exceed 40x30x15mm in size and weighing no more than 17grams; 3) Have
a battery life of no less than six months with coin cell batteries that
are easily obtainable and replaceable; 4) Retains memory of data for a
minimum of two years after end of battery life; 5) Has minimum of 64K
memory for longer recording time while minimizing downloading
sessions; 6) Possess light (Lux) monitoring and recording capabilities;
and 7) Capable of downloading data telemetrically. LINE ITEM 0002 --
Four (4) Activity Monitor Reader -- Minimum Requirements 1) Allows data
from activity monitors to be transferred telemetrically; and 2)
Compatible for use with Laptop or desktop computers. LINE ITEM 0003 --
One (1) Actigraphy Analysis Software -- Minimum Requirements 1)
Windows 95 or 98 based software; 2) Provides automatic calculation of
daily sleep analysis and summary of multiple day sleep analysis; 3)
Plots activity data and light (Lux) data either together or separately;
4) Analyzes light data and provides a table summarizing the averages,
Maximum and Time Above Reference values; 5) Performs functions to
include Fast Fourier Transform, Peridogram, Actogram Averaging, Data
Smoothing and nap analysis; 6) Contain sensitivity filters that can be
applied through the software; 7) Tau estimation with single and double
plotted actogram with light bars and guide line; 8) Allows data to be
moved to a Windows clipboard; and 9) Data in ASCII format for transfer
to other programs. This solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11.
The provisions at 52.212-1, Instructions to Offerors-Commercial,
applies to this acquisition. FAR provision 52.212-3, Offeror
Representation and Certifications -- Commercial Items with their quote.
Offerors that fail to furnish the required representations and
certifications or reject terms and conditions of the solicitation may
be excluded from consideration. The following clauses also apply to
this solicitation: FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, FAR 52.212-5, Contract Term and Conditons Required to
Implement Statues or Executive Orders -- Commercial Items, 52.203-5,
52.203-6, 52.211-8, 52.216-24, 52.216-25, 52.219-8, 52.219-4,
52.222-21, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-9 and
52.225-18 apply to this solicitation. The award will be made to that
responsive, responsible, lowest price quoter whose quote complies with
all aspects of the solicitation. Any amendments hereby issued to this
solicitation will be synopsized in the same manner as this
solicitation and must be acknowledged by each offeror. THE GOVERNMENT
REQUIRES DELIVERY OF LINE ITEMS 0001 -- 0003 BY 1 JULY 1999, FAILURE TO
MEET THIS DATE WILL MAKE YOU BE CONSIDERED NONRESPONSIVE AND REJECTED.
ITEMS 0001 -- 0003 SHALL BE MAIL TO: DR. AL KIRBY, 112 CAHABA DRIVE,

conducted under simplified acquisition procedures. Parties responding
to this solicitation may submit their quote in accordance with their
standard commercial practices (e.g. on company letterhead, formal quote
form, etc.) but must include the following information: (1) Companies
complete mailing and remittance address; (2) Dun & Bradstreet number
(DUNS) (3) Taxpayer ID number (4) Representations and Certifications
and (5) Catalog or literature showing that the offered items meet all
