NASA/GSFC plans to issue a Request for Quotation (RFQ)972-28442-709 for 100 each, Item 1 -- Radiosondes Model No. 1543-623 and 50 each, Item 2 -- Radiosondes Model No. 1540-623. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from SIPPICAN, INC., VIZ Meteorological System Group, Suite 307, 525 Plymouth Rd., Plymouth Meeting, PA 19462. Currently NASA GSFC/Wallops Flight Facility owns, maintains, and operates unique ground equipment with the capability of acquiring pressure, temperature, relative humidity, ozone and wind data that are compatible with Radiosonde Model No. 1543-623 and Model No. 1540-623. The ground station is compatible only with the specific manufacturers radiosondes, the W-9000 is proprietary to Sippican. Development of compatible radiosonde would be costly and could not meet the required delivery date. Radiosondes that work with the ECC Sensor System are already available from Sippican Manufacturing Co. Therefore, it is recommended that equipment be purchased by SIPPICAN, INC. Delivery is requested on or before August 1, 1999. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
