expects to release a solicitation for the Component Improvement Program
to provide engineering and testing support for the P&W F100, F117,
TF33, JSF F119 series of engines. CIP develops solutions to resolve
flight safety problems, resolve service-related operational problems,
ensure engine specification performance is maintained and extend engine
durability. CIP also develops solutions to reduce operating costs
through improvements in parts life, maintenance practices and repair
procedures. This program also seeks to improve reliability and
maintainability of these aircraft engines. The approximate solicitation
issue date is 1 July 1999. Contemplate award of a fifteen year contract
(CY2000 -- 2014) in December 1999. The intended sole source is Pratt &
Whitney, West Palm Beach, FL. 33410-9600. SIC code: 8711, $2.5M.
Authority: 10 U.S.C. 2304 (c) (1) and FAR 6.302-1, "Only one
responsible source and no other supplies or services will satisfy
agency requirements." Specifications, plans, or drawings relating to
the procurement described are incomplete or not available and cannot be
furnished by the Government. See Note (s) 22. All responsible sources
may submit a bid, proposal, or quotation which shall be considered. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. An Ombudsman has been established
for this acquisition. The only purpose of the Ombudsman is to receive
and communicate serious concerns from potential offerors when an
offeror prefers not to use established channels to communicate his
concerns. Potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to the
use of the Ombudsman. Potential offerors are invited to contact ASC's
