Specialist, 202-708-9229 RFP-Research, Policy Analysis, and Technical
Support For The Division of National Programs of the Office of
Vocational and Adult Education. The U.S. Department of Education
intends to award a contract that shall provide the Division of National
Programs (DNP) and the Department of Education with data processing and
technical support in research, data analysis, policy analysis, and
evaluations through an indefinite-quantity contract. Work will be
issued through task orders that are either fixed price or time
materials task orders. There will be three task orders included with
the RFP, "New American High Schools Initiative", "Tech-Prep -- Building
a Framework for Future Research, Evaluation and Program Practice", and
"Building Linkages". While some tasks can be implemented from any
location in the U.S., other tasks will require interviewing Federal
staff or obtaining documents located in the Washington D.C., area. The
period of performance will be one year with three option years. The
contract shall involve literature reviews and syntheses, statistical
and descriptive analyses, collection of new data and information (case
studies, small-scale surveys and focus group consultations), data and
program performance and/or Federal education policy. This contract
shall provide technical support to the Department across a wide range
of subject areas relating to key issues in: vocational education,
career development and workforce development: adult education, literacy
and lifelong learning: secondary-post-secondary transitions: education
reforms at the secondary and post-secondary levels: program
accountability and assessment. Some specific areas of interest include;
effective strategies for comprehensive high school reform: state and
local implementation of program requirements under the new legislation:
preparation, recruitment, and professional development of teachers:
accountability and performance measurement at the Federal and State
