The Department of Defense, Naval Explosive Ordnance Disposal Technology Division, (NAVEODTECHDIV) is seeking sources for the provision of radio frequency (RF) sensitivity testing services. This announcement is NOT a formal solicitation and is NOT a request for proposals. This synopsis is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government. Firms responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), or large business (L). The services required involve the RF sensitivity, No-fire, and All-fire testing of first article or quality conformance test samples of the MK11 EBC and MK20 ES in accordance with Weapons Specifications (WS) 21886 and WS 21888. The government will provide the following as government furnished material: first article or quality conformance test samples of EBCs and ESs, one RF Sensitivity Tester with instructions, one technical data package on the EBC and ES, and one set of Material Safety Data Sheets. The contractor will provide on-site observation to NAVEODTECHDIV personnel (maximum of two people) to witness all testing. A test report is required within 10 working days after completion of each test batch. The estimated amount of testing per three month period is either: 1. 60 first article or 36 quality conformance test samples of EBCs OR 2. 72 first article or 42 quality conformance test samples of ESs. The safety precaution requirements of the "Contractor's Safety Manual for Ammunition, Explosives and Related Dangerous Material", DOD 4145.26M, are applicable.
