FOR A COMMERCIAL SERVICE PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR
SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN
THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION;
PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE
ISSUED. SOLICITATION NUMBER : DAAH01-99-R-R015, NOUN: MAINTENANCE OF

solicitation is issued as a request for quotation (RFP) number
DAAH01-99-R-R015. It is the government's intent to issue a sole-source
contract to U.S. Constructors, Inc., Rockport, TX. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-11. The contractor shall
perform monthly, quarterly, semi-annual and annual maintenance on two
laboratory test platforms located in Building 7272 of the Russell
Measurements Facility, Redstone Arsenal, AL, as specified in Detailed
Statement of Work for a period of three years as follows with
referenced options. 1. Contractor shall coordinate a schedule to
perform maintenance of two laboratory test platforms. Malfunctions
shall be corrected and defective, broken, or missing parts shall be
repaired or replaced. The contractor shall provide on-call service in
the event of a breakdown. The on-call service shall be initiated by the
telephone call from the government and repair shall commence with 36
hours of the call. 2. Contractor shall perform monthly inspection and
necessary repair on the following IAW detailed Statement of Work: a.
Two test platforms, 1 & 2. b. The operation and necessary repairs of
the 2 cars. c. The controllers and motor panels . d. The brakes. e.
General cleaning of the hoisting machines and generators. Excessive
wear, unusual noises, and any oil leakage shall be corrected. Copper or
carbon dust on the control and relay panels shall be removed. f. The
motors and drives. g. The worm gear, thrust bearings, sheave shaft
bearings, brakes, pins, linkage and doors. h. Wire ropes and
fastenings. i. Slow down and limit switches. j. Door equipment on both
hoistways. k. Hoistways and hoistway equipment. Car sling on both cars
shall be adjusted for loose bolts, card steadying plates and brackets.
Rope lubricant shall be checked and filled. l. Counterweights and
compensators. 1. Contractor shall perform quarterly inspection and
necessary repairs on the following IAW detailed Statement of Work: a.
Test platforms. b. Stands for cast shoes and gibs. c. Hoisting machines
and lightly lubricate the hoisting ropes. d. Door interlocks and
interlock components shall be adjusted or replaced as necessary. e.
Electrical adjuster per checklist in Statement of work. f. Access push
button call switches and key blocks at doors for corrosion, loose
parts, and water damage and repair as necessary. g. Guide shoes and
rollerguides and worn shoes gibs, or any worn or eccentric wheels. h.
Worn shoes, gibs, or any worn or eccentric wheels shall be replaced. i.
Retractable door edges, trail cables, door edge contracts and switches.
1. Contractor shall on a semi-annual basis, inspect and repair the
following IAW with detailed Statement of Work: a. Test platforms. b.
Controllers, relays, shunts, and wire terminals. c. Magnet cores (DC
only), sheave shaft bearings, and ball bearings on deflector sheaves
and lubricate when required. 1. Contractor shall on an annual basis
inspect and repair the following IAW with detailed Statement of work:
a. Oil buffers. b. Spring-return plunger. c. Machine brakes, brake
plungers, brake shoes, ball sockets for brake shoes. Option 1 -- The
contractor shall install and remove data cables for periodic test
effort conducted at the facility. Cables shall be provided on-site for
installation. The contractor shall provide any necessary supporting
equipment required for proper installation. Option 2 -- The contractor
shall replace one or more travel cables providing power, control, and
data lines to the Laboratory Test Platforms. Power and control cables
shall be in separate travel cables from data lines. Data lines
traveling cables shall consist of a fiber optic 8 Conductors core
cable, 10 RG-59 coaxial cables, and 15 twisted pair conductors. NOTE:
Above options 1 and 2 only apply to the 6000 lb. test platform. The
following FAR clauses/provisions are applicable to this acquisition:
(a) 52.212-1 Instructions to offerors -- Commercial, (b) 52.212-2,
Evaluation -Commercial Items, where the technical capability of offered
item shall be used to evaluate the offer. (c) 52.212-3 Offeror is
hereby advised to include a completed copy of this provision with the
offer, (d) 52.212-4, Contract Terms and conditions -- Commercial Items,
and (e) 52.212-5 Contract Terms and conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. The contract will be
incrementally funded. Under the authority of 10 U.S.C. 2304 (c)(1),
the proposed procurement will be sole-sourced as implemented by FAR
6.302-1. The intended source is U.S. Constructors, Inc., Rockport, TX.
. Highly specialized services are required because of the unique
functions of the test platform. From past experience, U.S. Constructors
is the only known source having the knowledge, specialized skills, and
expertise necessary for proper service and repair of these test
platforms. All responsible sources may submit a proposal which will be
considered. The offers are due by June 21, 1999. Interested parties
