Listed. Contractor is required to provide all personnel, equipment,
materials and transportation for management and maintenance of Military
Family Housing Units at McClellan AFB CA. Military family housing
consists of a total of 669 units located in 3 separate areas. Services
to include, but are not limited to: painting, floor and cabinet
refinishing, purchase and appliance maintenance, maintaining separate
heating and cooling systems for each unit, maintain fencing and ground
maintenance of common areas and unoccupied units. The period of
performance is for a basic 12 months an and additional 5 months till
base closure. This will be a step and a half negotiated acquisition.
Submission of the technical proposal will include the submission of the
cost proposal. The date for the site visit will be identified in the
Request for Technical Proposal. All propective offerors shall be
required to submit a technical proposal to substantiate qualifications
for this requirement. Proposed acquisition is 100% set aside forsmall
business. The approximate issue/response date will be 06 JUL 1999.
Written procedure will be used for this solicitation. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. An Ombudsman
has been appointed to hear concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
source selection process. Interested parties are invited to call the
