services. Contractor is to provide required subject matter expertise,
supervision, transportation, and other items necessary to develop
International Tactics Employment Manuals, using the, Air Force Tactics,
Techniques, and Procedures (AFTTP) 3-1/3-3 manuals to include it's
electronic publishing protocols as the master reference, for resale to
coalition partners through the 57th Wing Director of Tactics and
Weapons. This RFP will be 100% Set-Aside for Small Business. The goal
of this contract is to provide allied nations with current tactics in
phase with the USAF's AFTTP 3-1/3-3-revision cycle. The contractor will
edit required documents using SAF/IA disclosure and country-unique
aircraft avionics. The contractor will then produce draft copies for
the 57 WG/DTW, key MAJCOM agencies, and SAF/IA to review and provide
feedback. Finally, the contractor will consolidate all inputs; to
produce the final documents to include CD-ROM's for delivery to the
allied nation(s). In order to meet government standards in producing an
AFTTP FMS tactics volume suitable for release, the contractor must have
qualified pilots/aircrews from that aircraft as subject matter experts
(SME) (F-16, F-15C, and F-15E). These SME at a minimum, be a Certified
Instructor Pilot or Instructor Weapons System Operator Course in the
aircraft and understands the AFTTP 3-1/3-3 update process. The AFTTP
3-1/3-3 series volumes are created using Adaptec Toast, Adobe Acrobat,
Adobe FrameMaker with SGML, Adobe Photoshop, Macromedia Freehand and
other support software. As such, the contractor must have expertise in
these computer applications. Contractors proposed personnel must have
a current security clearance allowing them access to Secret, US only
materials. All facilities and equipment necessary to support this
contract will be government furnished. This will be a requirement
contract with delivery orders issued thereunder. Performance will be
one (1) twelve- (12) month basic period with four (4) twelve-month
