THIS PROCUREMENT IS RESTRICTED TO RYAN WHITE CARE ACT (RWCA) GRANTEES UNDER TITLES I-IV, WIN, AND SPECIAL PROJECTS OF NATIONAL SIGNIFICANCE RECEIVING FUNDING UNDER THE RWCA AS OF 9/30/98 ONLY. The purpose of this requirement is to conduct studies that will result in two types of products: 1) a qualitative and quantitative assessment of unmet need for a particular catchment area covered by one or more RWCA-supported programs, and 2) a complete description of a generaliable methodology for conducting assessments of unmet need, suitable for use in providing guidance to all RWCA programs.
