Network (VISN 15) is soliciting quotes for an ALL INCLUSIVE hourly rate
for the establishment of a non-personal services contract that will
provide all acivities and provide written findings in connection with
specific Workmen's Compensation claims cases, for the period of one
year with four option years. This is a combined synopsis/solicitation
for PRIVATE INVESTIGATIVE SERVICES commercial item, prepared in
accordance with the format in FAR subpart 12.6, assupplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE
ISSUED. This is a request for quote. RFQ# V15-99-117 is a SBSA
solicitation incorporating provisions and clauses in effect through FAC
97-11. The SIC code for this procurement is 7381. Investigator will
work on cases involving current or former employee's of the VA Medical
Centers in Kansas City, MO; Leavenworth, KS; and Topeka, KS. If it is
found to be necessary and reasonable, theinvestigator may be asked to
perform work involving other facilities within Network 15. Individual
case requests will be placed on an as-needed basis with the
contractor. It is impossible to guarantee the number of hours rquired
over the course of the contract, however, the estimated contract hours
will not exceed 200 hours without prior approval of the contracting
Officer. Investigator will maintain strict confidentiality for all
aspects of the process, including its relationship with the VA nad the
identities of subjects being investigated, he/she will obtain
information and documentation of an acceptable evidentiary level to
withstand analysis in any legal proceedings which may arise as a result
of findings. The investigator and any agents must fully adhere to all
laws to include caution as to violating any person's privacy. Any
findings of misrepresentation or violation of law will be solely the
responsibility of the investigator. Any reports or finds must be
acceptable and properly invoiced prior to payment for services.
Evaluation will be on "Best Value" to the Government, with Price and
other evaluation factors to include; past performance, professional
experience, availability,references, and locations served. Please
provide all relevant data with your quote. The Government reserves the
right to verify all information provided for evaluation purposes. The
