Contracting Officer SYSTEM FOR NAVAL TARGET CONTROL. The Naval Air
Systems Command (NAVAIR) Program Executive Officer, Cruise Missiles and
Joint Unmanned Aerial Vehicles Project Office is looking for sources
sought for a System for Naval Target Control (SNTC). SNTC will provide
the Navy with improved capability for target control. It will provide
the fleet a single control system for the Navy's family of targets and
will establish a single contractor for logistics, training, and
maintenance. It is expected that the initial system will be installed
at the Pacific Missile Range Facility, Hawaii. Concurrently with SNTC,
the Office of Secretary of Defense, Director of Test, System
Engineering and Evaluation has begun the Multi-Service Target Control
System (MSTCS) program. The MSTCS will provide an interoperable suite
of equipment and software for Department of Defense use to command and
control the various DoD target systems. The MSTCS initial operating
capability (IOC) is currently scheduled for FY05. The procurement of
SNTC is a risk reduction effort to meet the Navy's immediate
requirements until the IOC date of MSTCS. This acquisition will
complement the MSTCS development and acquisition by establishing a
single baseline control system and logistics for Navy which will
eventually be upgraded to the MSTCS functionality. The anticipated SNTC
requirement is for the contractor to deliver a commercial off the shelf
(COTS) system for naval target control, which is target independent;
datalink independent; range independent; scalable to meet mobility
requirements; modular and supportable design. The Navy desires
hardware, software, and support equipment necessary to control targets
simultaneously in over-the-horizon operations; to include a standard
transponder to be interoperable with various aerial and surface
targets. SNTC will be used in land-based, shipboard (within hull) and
on the deck of the ship. The threshold requirement is to support four
targets simultaneously; the objective is to support six targets
simultaneously. Interested sources may respond in writing, by July 9,

technical area under consideration, on each of the following
qualifications: (1) Experience: An outline of previous projects,
specific work previously performed or being performed and any in-house
research and development effort; (2) Personnel: Name, professional
qualifications and specific experience of scientist, engineers and
technical personnel who may be assigned as principal program manager
and/or project officer; (3) Facilities: Availability and description of
special facilities required to perform in the technical area under
consideration; (4) Statement regarding industry security clearance; (5)
Other specific and pertinent information that pertains to this
particular area of procurement that will enhance consideration and
