COMMERCE BUSINESS DAILY ISSUE OF JUNE 11,1999 PSA#2365DOC; Mountain Administrative Support Center; Acquisition Management
Division; 325 Broadway MC3; Boulder, CO 80303-3328 58 -- UPGRADE TI: SAPPHIRE PUMP LASER SOL NB814000904115JW DUE 062499
POC Jacqueline Wright (303) 497-5282, FAX (303) 497-3163 E-MAIL: NOAA;
MASC Acquisitions Management, Brenda.S.Summers@noaa.gov. The National
Institute of Standards and Technology (NIST) has a requirement for an
upgrade of a Ti:sapphire pump laser to a 10 W diode pumped solid state
technology. The laser system shall, as a minimum, include the
following: Pump laser requirements: diode-pumped solid stated
technology; greater than 10 W of CW output power at 532 nm; TEM00 mode
with M squared less than 1.1; less than 0.05 percent rms noise over
bandwidth of 10 Hz to 100 MHz; plus or minus 1 percent power stability
(as measured over 2 hour period after 15 minute warm-up); less than 5
microrad/degree Celsius beam pointing stability; 110 V, less than 20
A, single phase electrical utility; power supply included; chiller not
included; remote control operation; 1 year/unlimited hour warranty.
Guaranteed performance requirements for Ti:sapphire laser with upgrade
of pump laser (Spectra-Physics Tsunami, femtosecond option, standard
mirror set) are as follows: greater than 1.0 W output power and less
than 80 fs operation at 770 nm; 1.2 W output power and less than 60 fs
operation at 810 nm; greater than 1.2 W output power and less than 70
fs operation at 850 nm; less than 0.05 percent rms output noise over
bandwidth of 10 Hz to 10 MHz; less than 5 percent stability (as
measured over 2 hour period after one hour warm-up with less than plus
or minus 1 degree Celsius temperature change; mode-locking stability
(i.e. no CW-breakthrough) for temperature variation of plus or minus 4
degrees Celsius when operating at 810 nm with an average temperature
of 70 degrees Celsius. All interested sources' price quotes should
include trade-in consideration for a Spectra Physics 2060-10S BeamLok
pump laser and power supply. These are the only specifications. There
is no bid package available. Interested sources must submit a written
qualification statement, literature, along with the quote by June 24,
1999. Responses must reference Synopsis No. NB814000904115JW. This
announcement/solicitation is being issued under the Simplified
Acquisition Procedures, FAR Part 13(NTE $100,000.00). The award
decision will be based upon the best value to the Government, with
technical merit and past performance being significantly more important
than price. Terms and Conditions and agency level protest procedures
are referenced at http://netsite.esa.doc.gov.oam. Technical questions
can be directed to Tom Silva at (303) 497-7826. JACQUELINE WRIGHT,
