synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Quantity: 1, Unit:
Each, Description: Unholtz-Dickie Electrodynamic Exciter, Model T-4000
or equal that meets the following specifications: 1. The unit shall be
capable of producing 45,000 lbf with a user defined random input
spectrum and a table load of 1250 lbm utilizing an existing power
source capable of producing 1500 Arms at 300 V. 2. The shaker shall
have a continuous duty capability of 2" pk-pk. 3. The unit shall have
a free-table acceleration capability of 150 g, and velocity capability
of 165 ips. 4. All interlocks shall be 115 Vac. 5. The unit shall have
an air-cooled armature. It shall be capable of cooling flow in either
direction, thus allowing positive-pressure cooling with user supplied
air or negative-pressure cooling with a user supplied exhaust fan.
There shall be no fluid connections to the armature. 6. The armature's
top surface shall be capable of sustained exposure to temperatures of
-430 F for up to 8 hours while being supplied a constant
positive-pressure, heated air-flow, air or GN2, through the body of the
shaker to prevent frost or ice buildup. 7. The armature shall be of
metallic, bolted or welded construction. The "spider" shall be a single
piece, not bolted together. The spider shall be bolted or welded to the
drive coil. Adhesive potting of structural or drive-coil members is not
permitted due to the harsh service that the unit is designated for. The
unit shall be routinely exposed to transient pulses in excess of 150
gpk with velocities in excess of 150 ips. The armature shall be exposed
to random inputs of 115 grms measured at the armature top surface for
up to 8 minutes duration. 8. The armature top shall have a bolt pattern
for fixture attachment (5' x 5' square, magnesium alloy head-expander,
weight not to exceed 1500 lbs., 22" x 22" x 22" magnesium cube, weight
not to exceed 230 lbs., 48" round, magnesium head-expander, weight not
to exceed 590 lbs., and 22" x 22" magnesium alloy L-bracket, weight
not to exceed 150 lbs.) that has 45, SS, .5-13 threaded inserts. These
holes shall be arranged on bolt circles as follows: 0" dia with 1
hole, 4" dia with 4 holes, 8", 12", 16", 20", 24" all with 8 holes
equally spaced. This is a requirement due to the large number of
existing adaptive fixturing that this laboratory routinely uses. If the
supplied unit deviates from this specification, it shall be supplied
with a full complement of user-defined adaptive equipment that shall
include head-expanders, cubes, and L-brackets such that the
laboratories capability will not be reduced. 9. The unit shall be
compatible with existing field supply and cooling packages
(Unholtz-Dickie T-4000) in the facility. This unit is being purchased
as a "drop-in" unit. The user will not make any facility modifications
that are required to accommodate the supplied unit. The user will
perform routine installation of the unit such as moving it into place,
rerouting and connecting the drive cables, cooling duct, interlock
lines, and field cooling-fluid hoses to accommodate the unit. 10. The
unit shall be supplied with an integral base that supports the unit in
the vertical configuration with air-bag vibration isolation. The
air-bag isolation shall have provisions for being bypassed so that the
exciter can be hard-mounted to the base structure for shock testing.
The base arrangement shall allow for the unit to be rotated 90 degrees
from vertical in at least one direction. 11. The unit shall arrive at
MSFC assembled and ready for installation. 12. The armature of the
unit shall not have a free-table resonance below 2000 Hz and shall not
weigh more than 260 Lbs. 13. The armature impedance shall be such that
theunit can be direct coupled to the existing power amplifier
(Unholtz-Dickie TA-660) without the use of a matching transformer. 14.
Unit shall have a table suspension stiffness of 3000 lbs/in nominal.
15. The unit shall include 50' of armature and field cabling and hoses
along with 10' of 10" duct for the air-cooling. 16. Unit shall have
integral interlock protection switches for cooling-air flow,
overtravel, and field temperature. 17. The unit shall be able to center
a 3,500 lb load either automatically or manually and shall have a
visual indicator mounted on the unit to indicate centered position. 18.
The unit shall be provided with two complete sets of operation and
service manuals. 19. The contrator shall provide one day of onsite
installation and startup support for the unit once it has been moved
into place in the facility and connected to the laboratories system.
The provisions and clauses in the RFQ are those in effect through FAC
97-10. This procurement is a total small business set-aside. See Note
1.The SIC code and the small business size standard for this
procurement are 3823 and 500 employees or less, respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to MSFC is
required within 150 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by June 16, 1999 at 3:00 p.m. local time and
may be mailed or faxed to GP24-X/Vicki Wampler and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. Addenda
to FAR 52.212-1 are as follows: MSFC 52.213-91; NFS 1852.211-70,
1852.215-84 (Reserve Paragraphs (d),(e),(f),(h),&(i) in 52.212-1). If
the end product(s) quoted is other than domestic end product(s) as
defined in the clause entitled "Buy American Act -- Supplies," the
quoter shall so state and shall list the country of origin. The
Representations and Certifications required by FAR 52.2l2-3 may be

Questions regarding this acquisition must be submitted in writing no
later than June 14, 1999. Selection and award will be made to the
lowest priced, technically acceptable quoter. Technical acceptability
will be determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
