EPA intends to award a sole source purchase order to Research Triangle Institute of Research Triangle Park, NC, pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. EPA requires a firm that has (1) extensive experience in the areas of geographic information system (GIS) database development, risk assessments, risk assessment applications, and methodologies development; and (2) knowledge of the Office of Air Quality Planning and Standards (OAQPS) air toxics program. Research Triangle Institute is the only known firm that meets all requirements. The contractor will be required to review a list of data inputs and information that are potentially needed to conduct risk assessment using TRIM; identify GIS data sets and/or applications that could potentially serve as inputs to TRIM; develop a table/matrix that links each selected GIS data set with its salient features; and provide comments on any other known strengths and limitations of each data set. The period of performance shall be approximately four (4) months from award. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Karen Cox at the above address which shall be considered by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirements. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Research Triangle Institute.
