Contractor will provide consultation services, advice, and technical
assistance in the design, development, test and evaluation to produce
a viable juniper/pinyon/polymer product option for juniper slash.
Includes field testing of end product and development of a slide
presentatiion regarding final applicatiion of product in order to
transfer technology. The desired end product is material suitable for
use as Forest Service signs. The Forest Service requires the technical
expertise of a contractor in identifying commercially viable
technologies and developing technology transfer partnership
opportunities with other organizations. The SIC Code and size standard
are 0851 and 500 employees respectively. The Forest Service intends to
negotiate on a sole source basis with C.A.P.'s, Inc, 1017 Mission
Valley, Corrales, NM 87048, under the authority of 41 U.S.C. 253c(1).
C.A.P.'s, Inc. (John Barksdale) is uniquely qualified to perform this
requirement due to technical expertise in sign technology and
protocal.He has extensively worked with these materials and the
technology to develop the substrate. He has the expertise to design
testing and evaluation procedures that will produce a comprehensive
study. Only one responsible source and no other supplier or services
will satisfy agency requirements under the authority of FAR 6.302.1.
