R -- PROFESSIONAL CONSULTING SERVICES FOR RAPID RESPONSE TEAM FOR THE VISUAL INFORMATION SUPPORT CENTER FOR SCRIPT WRITING, DIRECTING, PRODUCING AND EDITING VIDEOS AND AUDIO. The National Guard Bureau's Visual Information Support Center (VISC) has a need to obtain a wide range of training, consulting and support services. The scope of on-site training services will include script writing, story board writing, shot listing, directing and Producing video Productions, editing both video and audio productions. The successful contractor shall also be required to deploy with the VISC's Rapid Response Documentation Team (RRDT) to any area within the 50 states and 4 U.S. Territories. The purpose for accompanying the team as a consultant is to enhance the team's effort to document the National Guard's response to State emergencies including floods, fires, tornados and hurricanes, etc. and federal emergencies such as federalized activations or mobilizations and deployments of National Guard units. The contract team member shall be required to: (1) set up and maintain liaison with appropriate local authorities (law enforcement, emergency management, etc. and (2) coordinate and maintain liason with other news organizations to obtain professional quality video, still and audio of the event being covered. The purpose of these contacts is to provide the team with access to shooting affected areas and interviewing appropriate personnel in connection with the incident or disaster. The consultant shall also advise the team leader and members of potential still and video "targets of opportunity" which would potentially fit well into later video and still productions that document the incident or disaster. The contract term shall be for one year with an option to extend it to one additional year.
