dkearns@usitc.gov. The U.S. International Trade Commission (USITC) is
seeking potential sources who possess the capability and relevant
experience to provide the following services and are GSA schedule
contractors. The USITC has a requirement for INFORMATION SYSTEMS
REQUIREMENTS DEVELOPMENT and INDEPENDENT VALIDATION AND VERIFICATION
(IV&V) services in connection with 2 projects: (1) EDIS REPLACEMENT
("EDIS") The EDIS project is to replace the Commission's current
Electronic Dockets Information System, a document and image management
system currently containing about 700,000 pages of legal briefs,
research studies and other materials related to the agency's
quasi-judicial functions. We anticipate acquisition of an off-the-shelf
system for this application. (2) HTS CONVERSION ("HTS"). The HTS
project is to re-engineer the maintenance and publication of the
Harmonized Tariff System of the United States, which comprises 2 large
printed volumes covering import tariff and related information on some
20,000 product categories. The goals of the project are to streamline
revision and publication of the material and to enable simultaneous
publication in both the current hard-copy format and also in electronic
format on the Internet. We anticipate acquisition of a custom-developed
system for this application. For both projects, support is being sought
to develop system requirements via analysis of current and optimal
business processes and customer requirements and priorities. The
deliverable for this task will be a system specification suitable for
use in a solicitation, with accompanying documentation of the
requirements. Because we seek independent advice for this requirements
development, THE PROVIDER OF THESE SERVICES WILL NOT BE ELIGIBLE TO
COMPETE FOR THE CONTRACT TO PROVIDE THE EDIS REPLACEMENT OR HTS
CONVERSION. In addition, support is being sought for IV&V services to
validate that the systems acquired for these projects meet the
specifications in the solicitations. The deliverable of this task will
be a report that documents testing and other means of validating the
requirements against the systems acquired, and compliance or
non-compliance with each specification. The USITC anticipates awarding
a delivery order, utilizing Simplified Acquisition Procedures, as
specified in the Federal Acquisition Regulations (FAR Parts 8 and 13).
Following are the tasks for which quotations are sought -- (1) EDIS
requirements, (2) EDIS IV&V, (3) HTS requirements, and (4) HTS IV&V.
Potential suppliers may bid on ANY COMBINATION of these tasks.
Evaluation of quotations will be on a BEST VALUE basis, taking into
account price, prior relevant experience and performance, and quality
of technical approach. Fixed-price quotations are preferred, but other
approaches will be considered. For EACH TASK, potential suppliers must
provide information on -- (1) Proposed price, (2) Brief description of
up to 3 projects that demonstrate ability to perform the task,
including current customer contact information for each project. The
more specific the experience is to our requirements, the better. For
example, experience with developing document management requirements is
more relevant that experience with developing radar system
requirements, (3) Name, credentials and assignments of proposed task
team. (No substitution of team members will be permitted unless
authorized by the USITC in writing), (4) Brief description of proposed
technical approach. This should include requirements analysis and IV&V
methodologies, (5) Proposed schedule, and (6) Required Government
support or GFE. All deliverables submitted shall become the exclusive
property of the U.S. International Trade Commission. The USITC
anticipates at least one round of review and revision of the
requirements documents will be required. Written deliverables shall be
provided in hard copy and in electronic form in Corel WordPerfect or
MS Word. Responses to this forthcoming RFQ (i.e., technical approach,
past performance, relevant experience, credentials of task team, and
price quotations) are due by the COB Friday, June 25, 1999. Firms
