905-5392 The Immigration and Naturalization Service intends to
negotiate and award a sole source Blanket Purchase Agreement (BPA) to
Youth Alternatives Inc., 3103 West Avenue, San Antonio, TX 78213, for
the temporary shelter care of undocumented juvenile aliens (18 years or
younger) within San Antonio, TX city limits. The period of performance
of the BPA will be for one year from date of issuance. The Provider is
to provide all necessary management, labor, supervision, equipment and
an existing facility to provide shelter care for an estimated 1300
mandays over the performance period. The Provider must maintain the
facility in compliance with all State and Local licensing,
certification, and inspection standards applicable to the State and
locality in which the facility is located.The Provider shall provide
recreational programs and activities in accordance with the INS
Detained Alien Recreation Policy and have individualized program that
will contain elements of education, vocational education, work,
recreation, and social services, as mutually agreed upon. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within 45
days after the date of publication of this synopsis will be considered
