a notice for a solicitation. This announcement is for market research
purposes. Southwestern Power Administration (Southwestern) is
requesting information from commercial sources regarding a three year
lease to purchase a tree trimming machine with a telescopic boom. The
machine will be used at one of Southwestern's maintenance facilities to
perform high voltage power line right-of-way side clearing of trees to
assist in preventing power outages to customers due to trees and tree
limbs growing into the phase conductors. The machine is to have
standard wheeled vehicle features and must have the following: Rubber
tires; Maximum cutting height of 75 feet; 360 degree rotation; Operates
off of all quadrants without outriggers; Hydraulic motor operated
single cutting blade; and Operated by hydraulics to run the boom and
traction independently and continuously. Delivery is to made by the
lessor F.O.B. origin to the Gore Maintenance Facility and by the date
September 15, 1999. Responses from firms who believe they can provide
the leasing services for this type of machine should include lease
agreement, terms, conditions, warranties with full technical
documentation and descriptive literature on the machine in such detail
to enable the Government to confirm the submitter's capabilities to
provide the required type of machine. Publicly available commercial
pricing information is also requested in as much detail as possible.
Any pricing information submitted that is not publicly available will
not be utilized. Neither a draft statement of work nor specifications
are available. No formal solicitation or contract will result from this
synopsis for industry information. Southwestern will not pay for
information provided in response to this synopsis. Based on information
available at this time, the Government considers the required leasing
services to be a sole source and plans to enter into noncompetitive
discussions with First Commerce Leasing Corporation of Birmingham, AL.
The Contracting Officer plansto acquire the leasing services pursuant
to FAR 13.5-Test Program for Certain Commercial Items. Technical and
