Ginger Morganti Contracting Officer (718) 553-3086 The Federal Aviation
Administration has a requirement for the construction of a new Terminal
Radar Approach Control (TRACON) facility. The estimated price range for
this construction project is between $18,000,000 to $35,000,000, and
the contract duration is eighteen (18) months. The facility would be
located on a site that is approximately 30 acres. The selected site is
located within Vint Hill Farms Military Reserve Station, in Fauquier
County, Virginia. The purpose of the Screening Information Request
(SIR) is to obtain information which will allow the FAA to identify
qualified potential bidders . Screening decisions will be based on the
evaluation criteria established in the SIR. Firms which have been
previously qualified must resubmit their packages for reconsideration.
Upon completion of the prequalification process, qualified bidders
will receive contract documents for bidding purposes. Subsequent to the
receipt of and review of offers, a contract award will be made to
conclude the acquisition process. The FAA considers this project to be
complex in nature. Firms must demonstrate their qualifications with
respect to the published evaluation factors. The following evaluation
factors are listed in descending order of importance. (A) Technical
Experience and Past Performance: Firm shall submit a detailed review of
at least two (2) projects accomplished within the past five (5) years
which demonstrates successful completion of comparatively large, phased
construction projects. Contract type, total contract value, and name
and telephone number of project manager shall be provided. Firms shall
demonstrate specialized technical experience in the following areas:
1. Conventional steel and concrete masonry unit construction 2. Large
modified bituminous sheet roofing systems 3. Electrical systems
a)Security Management Systems b)Fire alarm and detection systems
c)Large critical electrical systems including UPS and engine generators
4. Mechanical Systems a)Sprinkler Systems b)HVAC Systems including
large chillers and Boilers 5. Complex integrations of environmental
control and monitoring systems 6. Glazed Aluminum Curtin Wall Systems
7. Raised Floor Systems Firms shall demonstrate performance in the
following areas: 1. Quality of product or service- compliance with
contract requirements 2. Timeliness of Performance- met interim
milestones, responsive to technical direction, completion of contract
including close-out and contract administration, and applicable
liquidated damage assessments. 3. Cost control 4. List of customer
references 5. Firms shall provide documentation that illustrates
ability to manage simultaneous subcontracts and coordinate multiple
disciplines. (B) Capability and Capacity of Firm to Accomplish the
Work: Firm shall submit a complete resume of the experience of their
project management and superintendent staff presently employed by the
company. Resumes should include: name, educational background, present
position / title, type of experience by years and information in
sufficient detailto facilitate evaluation of their managerial,
administrative, and technical competence. (C) Financial Capacity: Firms
shall provide net worth, banking references, bonding capacity,
insurability and credit references. Offerers will be evaluated in
accordance with the criteria stated above. Only those offerors who
receive a rating of 80% will receive a Request For Offer estimated to
be issued on or about November 1, 1999. All responses to this SIR must
be received by July 12, 1999. Firms should forward their
