Expression of Interest for Fiber Optic Lease Opportunities The Bi-State Development Agency will soon be installing 17.4 miles of fiber optic cable and 400-foot radio antenna to support its own communications needs along the St. Clair County MetroLink Extension from the existing MetroLink station at 5th and Missouri Streets in East St. Louis to the current terminus at Belleville Area College. Subject to anticipated funding, an additional 8.9 miles of right-of-way and a 100-foot antenna will also be available for the MetroLink Extension from Belleville Area College to MidAmerica Airport in Mascoutah, Illinois (near Scott Air Force Base). As a result, the Bi-State Development Agency is requesting expressions of interest from qualified parties with respect to leasing MetroLink right-of-way and cost sharing arrangements for the installation, maintenance, and use of additional fiber optic cable. Interested parties should submit the following information in writing or by fax to Ms. Rebecca Howe, Director of Contracts and Procurement, 707 North First Street, M/S 132, St. Louis, MO 63102; FAX 923-3022 no later than June 21, 1999: 1. General interest in the project right-of-way and/or antenna space from East St. Louis to Belleville Area College. 2. General interest in the project with an option for additional right-of-way and/or antenna space from Belleville Area College to MidAmerica Airport. 3.Willingness to share in the cost of fiber optic cable and/or radio tower installation and/or maintenance. 4. a. Desired cable size and/or number of individual fiber strands required. b. Desired antenna size, weight, elevation, power and frequency of sidearm or PCS deck or other assembly. 5. Willingness to enter into a lease arrangement with the Agency. 6. Acceptable range of options regarding revenue sharing with the Agency. 7.Perceived obstacles that must be overcome to take full advantage of the opportunity. Your expression of interest will be used to develop a procurement strategy and will not represent or resultin any commitment by the Bi-State Development Agency with regard to this matter.
