cryoablation surgical system to be used for the targeting and
cryoablation of diseased tissue. In addition to other fuctions, this
system must rapidly destroy malignant tissue during percutaneous
surgery. Only a cryosurgical system that uses a probe that relies on
the Joule Kelvin Effect can safely perform this procedure without
harming the surrounding tissue, instantaneously freezing and maximizing
the destruction of malignant cells. To tailor treatment to individual
cases in this type of procedure, the system must operate eight separate
probes simultaneously. The Navy intends to negotiate with Endocare,
Inc. as the only source on an other than full and open competition. See
Note 22. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation document; proposals are
being requested, and a written solicitation will not be issued.
Responses must contain sufficient documentation to establish a bonafide
capability to fulfill the requirements. The request for quotation
number is N62645-99-R-0018. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. Endocare, Inc., 7 Studebaker Drive, Irvine, CA 92618
shall satisfy this requirement by providing the following: One (1)
cryoablation surgical system. The requirement for percutaneous surgery
prevents the use of cryosurgical equipment that allows the temperature
of the tubing leading to the probe drop, therefore, liquid nitrogen
systems are not acceptable. This equipment shall use argon gas as the
coolant and rely on the rapid expansion of gas in the tip of the
cryoprobe (Joule Kelvin Effect) to cool tissue rapidly. The system
shall have the ability to independently control eight separate
cryoprobes. All probes shall be computer monitored. The system shall
include integrated temperature feedback system. The control unit shall
be microprocessor-based. Simultaneous temperature monitoring permits
confirmation of targeted temperatures necessary to cause fatal freezing
of the tissue. The system shall weigh less than or equal to 175 pounds
(80kg). The system shall use 120VAC 60Hz. Due to limited access
doorways, the system shall not exceed 36 inches in width or depth. The
system must be Y2K compliant. The price for the system must include
installation and calibration on site at Naval Medical Center San Diego.
Delivery is required within 30 days after contract award at: Receiving
Officer, Navy Medical Center San Diego Center, UIC-ECN: 00259-990022,
Loading Dock 1, San Diego, CA 92134-5000. FOB is destination. The
